The "double reduction" policy is the strongest burden reduction order in the history of China,which aims to reduce the burden of out-of-school training for students in compulsory education.In this paper,we take the supervision of out-of-school training institutions in Rui’an City,Zhejiang Province as the research object,and sort out the current situation of out-of-school training institutions and government supervision in Rui’an City based on literature analysis and interview method,and summarize the advantages and problems of government supervision of out-of-school training institutions by analyzing relevant information,as well as find out the corresponding improvement plan and provide countermeasures and suggestions.The results of the study show that,first,the advantages of the regulation of out-of-school training institutions in Rui’an include the following aspects:the main body of training regulation is clearer;the regulation of training funds is more comprehensive;the regulation of practitioners is stricter;and the digital supervision platform is more efficient.The problems that emerged from government regulation include:the failure to transform subject-based out-of-school training institutions;the lack of regulation of invisible variant training institutions;the gap in regulation of online subject-based training;and the low level of parental recognition of the policy.Secondly,the causes of the problem are mainly composed of the following aspects:the relevant departments do not give enough guidance to the transformation of institutions;the relevant policies and regulations are not specific and detailed enough;the division of labor and articulation of multiple departments are not clear enough;the supervision and enforcement team is not professional and stable enough;the supervision is met with great resistance from parents;the quality of school after-school care services has not been recognized by students and parents.Thirdly,this paper proposes countermeasures based on the theory of collaborative governance and public goods theory:establishing a mechanism for the transformation or withdrawal of discipline-based institutions and assisting them to transform correctly;strengthening policy orientation and publicity guidance and forming a social supervision mechanism;establishing a multi-departmental coordination and monitoring mechanism to achieve normal supervision;creating a professional education law enforcement team to strengthen supervision and law enforcement;accelerating the construction of a collaborative parenting mechanism between home,school and society to This paper is innovative in that:it examines the role of the family,the school and the community in the development of a new after-school service system.The innovation of this paper is that the study of the specific implementation effectiveness of the double reduction policy at the county level and the problems that arise,and the countermeasures provided can be a certain reference and reference for coastal counties and cities.Shortcomings interview subjects sample is small,may summarize the problem is not comprehensive,as well as the current for the implementation of the double reduction policy of specific measures,the relevant data information is still very limited,can only find typical of some excellent practices. |
