As the main way to acquire knowledge in the era of knowledge economy,the development of education is deeply concerned.At present,the domestic public education system is based on class teaching and it is difficult to realize personalized teaching.In contrast,private education and training institutions are more likely to carry out targeted small-class teaching and one-to-one teaching to meet the teaching needs of different levels.This has become an opportunity for the rapid development of private education and training institutions,a large number of various private education and training institutions emerged,the phenomenon of hot education market.However,the excessive and disorderly development of many private primary and secondary education and training institutions has seriously infringed on the legitimate rights and interests of students and parents,and even affected the long-term development of the education industry,which needs timely and effective supervision and management by government agencies.From the perspective of government supervision and management,the department management,legal system,supervision system and other aspects of the current supervision of primary and secondary education and training institutions are not perfect,which further aggravates the problems exposed in the development of private education and training institutions.This thesis takes changchun government’s supervision of off-campus training institutions of primary and secondary schools as the main research object,combines public interest theory,information asymmetry theory and government intervention theory,and comprehensively uses literature research method,questionnaire method and interview method to analyze the development status of off-campus offline training institutions of primary and secondary schools in Changchun.The analysis shows that changchun government’s supervision of off-campus offline training institutions of primary and secondary schools has achieved some results,including guiding the development of off-campus training institutions to be more standardized,the relevant work content of the government to become more transparent,and the public’s right to know has been well protected.But at the same time,there are also the following problems: the supervision boundary is not clear and accurate,the lack of perfect supervision system,the supervision content is difficult to keep pace with The Times,the supervision method is single,the long-term lack of effective supervision of illegal teaching content,the lack of supervision of teaching quality,etc.;It is concluded that the reasons for the above problems can be summarized into four aspects: lack of relevant laws and policies resulting in inadequate supervision;lack of targeted supervision departments due to overlapping functions of local supervision departments;the adverse effect of focusing on on-campus education supervision and ignoring off-campus training;lack of perfect local supervision mechanism and unified industry management;Based on the analysis of the problems and causes in the supervision of Changchun municipal government,this thesis draws lessons from the successful experiences of Shanghai,Shenzhen and Chongqing,which have standardized the development of off-campus training institutions of primary and secondary schools in China,and puts forward suggestions on strengthening the supervision of off-campus offline training institutions of primary and secondary schools by Changchun municipal government.Including scientific and reasonable to define the boundary of the local government supervision offline training institutions outside,pay attention to the local government functional departments of the precise division of labor and joint supervision,enrich the content of the offline training institutions supervision and management of outside,innovation offline training institution outside the government supervision and management,give full play to regulate and supervise the industry association and so on five aspects.Among them,enriching the supervision and management of off-campus offline training institutions includes strengthening the tracking and supervision of the teaching process,mastering the teaching content and teaching progress,establishing the teaching quality supervision system,establishing the standardized management of training teachers,and strictly setting up the access and approval mechanism of training institutions.Innovating the government supervision and management mode of off-campus offline training institutions includes launching special supervision and management and optimizing the normal supervision mode.
