In the process of education development in China,off-campus training in primary and secondary schools has played a key role.It not only helps students strengthen their study more effectively as a new industry,but also it promotes regional economic development.However,during the development of off-campus training institutions,common problems include potential safety hazards,running schools without a license and false propaganda,which seriously damage the rights and interests of educators,and bring adverse effects to the development of the whole industry,too.In the process of market management,the government is an important supervisor.Therefore,we should strengthen the supervision of the training institutions to ensure better development in the follow-up,so as to provide better counseling and education for students.In July,2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council officially issued the Guiding Measures for Further Reducing the Burden of Students’ Homework and Off-campus Training in Compulsory Education,which put forward new requirements for the supervision of off-campus training institutions.The purpose of this thesis is to think deeply about how to better supervise the existing off-campus training institutions in primary and secondary schools under the background of "double reduction" policy,and find out that there are still some shortcomings in the promotion of the policy,so as to put forward my own opinions on the supervision of off-campus training institutions in primary and secondary schools.This thesis takes the off-campus training institutions in Hohhot as the research object,based on the theory of educational equity and public goods,and makes a deep analysis by using the methods of questionnaire survey and literature review.At the same time,combined with the current hot-spot "double reduction" policy under the background of "double reduction" policy.Summarize the problems and deficiencies in the supervision and management.And than,analyzed reasons of the problems.Finally,aiming at the existing problems,this thesis puts forward some targeted improvement measures,and then provides effective guidance for the supervision and management of the follow-up development of the training institutions outside the school of Hohhot municipal government.
