| On July 24,2021,the General Office of the CPC Central Committee and The General Office of the State Council issued the Opinions on Further Reducing the Homework Burden and Off-campus Training Burden of students in Compulsory Education(hereinafter referred to as the "Double Reduction" policy).The introduction of the "Double Reduction" policy,like a "ground thunder",has an unprecedented impact on the off-campus training industry market.Soon,a large number of unlicensed training institutions were shut down,certified institutions actively explored transformation,and training institutions of disciplines were also significantly reduced,effectively changing the status quo of excessive and overflowing training institutions.But it should also be noted that a new set of problems arise:training institutions use online teaching to evade government supervision,carry out disciplinary training without authorization,deliberately hide the "education" and "training"attributes,running on the margins of the law,sell horse meat as beefsteak and so on.Taking A County of Linyi City as an example,although the government has taken a series of measures to implement the "Double Reduction" policy and achieved certain results in the supervision of violations of off-campus training institutions,a complete supervision system has not yet been formed and there are still a series of problems to be solved as mentioned above.This paper takes A County of Linyi City as the research object,takes government regulation theory and collaborative governance theory as the theoretical basis,and adopts case analysis,questionnaire survey and interview method to investigate and understand.9 representative schools were selected to issue survey questions to parents of students,and 13 staff members of government departments,12 employees of off-campus training institutions and 7 parents of students were interviewed to learn about the supervision status of A County government.Then,according to the theory of collaborative governance,this paper mainly analyzes the three regulatory bodies,namely the government,off-campus training institutions and students’ parents,and finds out the existing problems of the regulatory bodies.In view of the existing problems in A County of Linyi City,this paper makes an in-depth analysis and puts forward measures to further improve the supervision effect of training institutions outside primary and secondary schools.That is,according to the supervision idea of "government-led,association autonomy,institution self-discipline,and social supervision",it explores the establishment of a government-led collaborative governance community with the participation of multiple subjects such as industry associations,training institutions,and students’ parents.Give full play to the regulatory role of "1+1+1+1>4",achieve effective governance of the whole off-campus training industry,and promote the effective implementation of the "double reduction" policy.It has been nearly two years since the announcement of the "Double Reduction" policy.It is hoped that the analysis and proposed measures in this paper from the perspective of public management discipline can provide certain reference for the follow-up implementation of the "Double Reduction" policy in A County of Linyi City,and further provide new ideas for the supervision of off-campus training institutions. |
