In the face of such factors as the unprecedented changes in the world,the comprehensive opening of domestic epidemic prevention and control,and the intensification of international war,China’s economy,culture,society and other aspects have undergone tremendous changes,and more complex and diverse grass-roots conflicts and disputes continue to occur,which puts forward higher requirements for the work of resolving grass-roots conflicts and disputes in a multi-dimensional way,and puts forward higher standards for China’s social governance capacity and level of governance.The grass-roots level is the "last mile" of social governance.Whether the grass-roots work can be implemented and whether the "last mile" can reach the hearts of the masses determines the success of social governance.The grass-roots level is the main position to prevent and resolve conflicts and disputes.Unbalanced and inadequate development cannot fully meet the people’s growing need for a better life.Preventing and resolving conflicts and disputes at the grass-roots level is an important part of the modernization of the national governance system and governance capacity,and an important guarantee for maintaining social harmony and stability.In recent years,the central and local governments have continued to promote the construction process of a diversified resolution mechanism for grass-roots conflicts and disputes,actively promoted the exploration of local characteristics and advantages,reasonably matched resources and needs,and promoted the formation of a number of experience practices that meet the characteristics of the times,meet the needs of the people,and have strong vitality,providing the public with a choice of diversified solutions for grass-roots conflicts and disputes,and providing favorable support and services for social governance.Therefore,this paper takes the diversified resolution mechanism of grass-roots contradictions and disputes in B City of Shandong Province as the research object,through face-to-face interviews,random distribution of questionnaires and other research methods,using the collaborative governance theory and social conflict theory,first of all,it analyzes the current operation status of the diversified resolution mechanism of grass-roots contradictions and disputes in B City,and concludes that the mechanism construction of the diversified resolution mechanism of grass-roots contradictions and disputes is imperfect,and the mediation team needs to be strengthened The digital system has limited functions and low public awareness.Secondly,the reasons were analyzed from four aspects:insufficient departmental collaboration,lack of team building guarantee,inadequate information system construction,and weak publicity efforts.Afterwards,the advanced typical experiences of diversified resolution mechanisms for grassroots conflicts and disputes in China,including the"Fengqiao Experience" in Zhejiang Province,the "Three Ones" in Qutang Town,Jiangsu Province,and the "Pomegranate Seed" in Xuyong,Sichuan Province,were summarized,and different models were compared,analyzed,and referenced.Finally,based on the actual situation of B city,five suggestions are proposed:establishing regulations and systems to strengthen departmental linkage,breaking barriers to deepen information exchange,optimizing structure to strengthen team building,refining measures to carry out publicity work,and innovating ways to improve mechanism construction.I hope that the above suggestions can help B City further improve the diversified resolution mechanism for grassroots conflicts and disputes,improve social governance capabilities and levels,and continuously enhance the sense of gain,happiness,and satisfaction of the people. |
