Research On The Resolution Of Conflicts And Disputes In Grass Roots Villages In Keqiao District Of Shaoxing City

At present,China’s economic and social development has entered the fast lane.The economic and social reform has entered the deep water stage,especially the sudden COVID-19 in 2020 disrupted the pace of the whole world.With the rapid development of economy and society,conflicts and disputes occur frequently at the grassroots level,and it is more difficult to mediate.However,due to interest demands,identity background,unreasonable allocation of dispute resolution supply and other reasons,there are deviations in the understanding of dispute resolution,which puts forward a new test for dispute resolution.In the face of more and more complex contradiction system,it presents a large-scale and explosive growth.At present,the way to solve the contradiction is through mediation,arbitration,litigation and so on.At the present stage,China is facing unprecedented changes in the pattern of grass-roots disputes and contradictions.However,with the characteristics of frequent contradictions,acquaintances and fragmentation,not all contradictions need to be solved by administrative judicial means.In grassroots villages,contradictions and disputes can be resolved before the judicial process through the multi-party linkage of people’s grassroots organizations,social public welfare organizations,administrative organs and judicial organs,so as to reduce the submission and intensification of contradictions.This paper deeply expounds the formation of grassroots contradictions and disputes,as well as the connotation of the diversified resolution mechanism of grassroots contradictions and disputes.Referring to the research of foreign scholars on the multi resolution mechanism of grassroots contradictions,combined with the reality of grassroots contradictions in China at the present stage,we advocate non litigation dispute resolution mechanism to resolve disputes through more efficient,civilized and harmonious ways.According to the actual research,taking Keqiao District of Shaoxing City as an example,this paper deeply analyzes the types,characteristics and causes of conflicts and disputes at the grassroots level,and comprehensively analyzes the more effective and more diversified means of resolving conflicts and disputes at the grassroots level than in the past.Due to the land acquisition and demolition in Keqiao District in recent years,many rural land economic contradictions,civil contradictions caused by marriage property,tort contract disputes and other new contradictions have broken out.The form of resolving grass-roots contradictions and disputes is more severe,the elements of disputes are more complex,and the process of resolving disputes is more difficult and cumbersome.At this stage,we must focus on the ways and mechanism of resolving conflicts and disputes in grassroots villages,explore from the construction of diversified platforms,the standardization of dispute resolution procedures,the cultivation of talent team,and the improvement of dispute resolution environment,and put forward suggestions on the construction and optimization of diversified long-term mechanism of resolving conflicts and disputes in grassroots villages,so as to realize the organic linkage of more dispute resolution modes,So as to alleviate the shortage of judicial resources at the source,resolve the contradictions and disputes that are not necessary to enter the litigation in the germination stage,create more value space for the concentration of judicial resources to solve other disputes,and provide a reference,replicable and referential way for the resolution of conflicts in grassroots villages(residents)of other counties and urban areas.
