Research On The Optimization Countermeasures Of The Diversified Resolution Mechanism Of Contradictions And Disputes In Counties And District

The report of the 20 th National Congress of the Communist Party of China pointed out that we should improve the social governance system of joint construction,governance,and sharing,and enhance the effectiveness of social governance.Adhere to and develop the "Maple Bridge Experience" in the new era at the grassroots level,improve the mechanism for correctly handling contradictions among the people under the new situation,strengthen and improve the people’s petition work,unblock and standardize the channels for the expression of people’s demands,interests coordination,and rights and interests protection,improve the grassroots governance platform with grid management,refined services,and information support,improve the urban and rural Community Governance system,and timely resolve conflicts and disputes at the grassroots level and in the bud.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China made a deployment to improve the comprehensive mechanism for diversified prevention,mediation,and resolution of social contradictions.In recent years,focusing on deepening the reform and innovation of mechanisms for resolving conflicts and disputes,exploring and implementing diversified mechanisms for resolving conflicts and disputes at the county and district levels has become a necessary measure to improve the level of grassroots social governance and improve the ability to serve the people.Many active explorations and practices have also been carried out throughout the country.County C is located in the southwest of Shandong Province.In recent years,based on actual conditions,the county has continuously promoted the reform of the mediation mechanism for social conflicts and disputes,and gradually established a diversified resolution mechanism for conflicts and disputes in County C.By establishing joint governance mechanisms in key areas,establishing complaint reporting working groups in different areas,strengthening collaborative governance of conflicts and disputes in key areas,and establishing a "complaint reporting+" working mechanism through the introduction of people’s mediation,legal and psychological services,providing "complaint reporting+legal/psychological" services;By establishing a diversified dispute resolution center,integrating common functional departments and towns involved in dispute resolution,we will try and explore consultation,collaboration,and linkage resolution.However,in the actual operation process,there are still problems and shortcomings in the mechanism of diversified resolution of conflicts and disputes.This paper takes C County,a populous county,as the research sample.Through the research,it is found that there are still some problems in the operation process of the diversified dispute resolution mechanism in C County,such as the poor cooperation between the participating departments of the diversified solution,and the poor docking effect of the "letter and visit+" mechanism.As the main carrier of the operation of the diversified dispute resolution mechanism in C County,the personnel management of the diversified dispute resolution center in C County is not standardized,which affects and restricts the effect of the diversified solution.The author makes use of the theory of collaborative governance and policy network governance in public management,through observation,literature research,questionnaire survey,data analysis and other methods,to conduct in-depth analysis and research on the existing mechanism and operation effect of the diversified resolution of contradictions and disputes in the county,and combine the advanced experience and practices of other regions in China,and optimize the diversified resolution mechanism of contradictions and disputes in the county and district established with the letter and visit department as the main body,Put forward corresponding solutions and suggestions.
