A Study On The Operating Mechanism And Promoting Strategies Of Linkage Resolution Of Grass-roots Contradictions And Disputes In County A Of Zhejiang Province

Safe governance at the grass-roots level is the essence of the modernization of social governance.However,at present,China’s society is in a critical period of transformation.The intensification of social change has led to an increasing number of contradictions and disputes at the grass-roots level,and the existing ways of resolving conflicts and disputes exist in the absence of an effective,rapid and smooth response and communication mechanism between various government departments,and the absence of a sustained impetus for full cooperation between various departments.Under such a background,the previous ways of resolving conflicts and disputes can no longer meet the needs of reality.We need to maximize the mobilization of resources from all aspects of society,use different solutions,and deal with conflicts through the thinking of resolving conflicts and disputes in a coordinated way.Based on this consideration,this paper focuses on this.Based on the theory of collaborative governance and full-cycle management,this paper takes County A of Zhejiang Province as an example to discuss and analyze how to realize the linkage resolution of grass-roots conflicts and disputes.By investigating the current practical basis of promoting linkage resolution in County A,and combining with typical cases,this paper summarizes its main practices and achievements in linkage resolution.On this basis,the author discusses the practical logic of County A in promoting the linkage resolution of grass-roots conflicts and disputes from the aspects of subject linkage,process flow,system linkage and technology linkage,and answers the questions of how the linkage resolution of grass-roots conflicts and disputes is linked and how it is possible to achieve linkage.Finally,the promotion strategies including enhancing the endogenous power of multi-agent linkage,improving the role of the platform organization,improving the smooth connection of the full-cycle linkage process,and building a shared technology linkage platform are proposed to further optimize the application of grass-roots conflict and dispute linkage resolution in various regions.This paper believes that the modernization of social governance at the grass-roots level can be effectively promoted through the linkage resolution of contradictions and disputes at the grass-roots level.Linkage resolution will further integrate and allocate governance subjects and governance resources in different fields,so that multiple subjects can further play their governance advantages.At the same time,rely on digital technology to break the time and space constraints,improve the linkage resolution process,and promote the modernization of grass-roots social governance on the premise of maintaining the harmony and stability of grass-roots society,by establishing the linkage mechanism of "visits,investigations and assistance",emphasizing the pre-warning mechanism,the resolution mechanism in the event,and the feedback mechanism after the event.
