At present,China is at the intersection of the "two hundred years" of history,and the types of conflicts and disputes are constantly changing and upgrading.With the promulgation of the Yunnan Provincial Regulations on the Diversified Resolution of Conflicts and Disputes,the construction of a grass-roots dispute resolution mechanism has become the core issue that needs to be focused on and resolved under the current background of the modernization of the national governance capacity and governance system.Grassroots are the foothold of all work,and a great deal of work to promote reform,development and stability is concentrated at the grass-roots level.Therefore,putting forward the "prevention and resolution" approach and building a multiple resolution mechanism for conflicts and disputes have become the key to improving the modernization of the national governance system and governance capacity.The first part of the article is an overview of the pluralistic resolution mechanism of grass-roots conflicts and disputes.It defines the concept of grass-roots,contradictions,contradictions and disputes,and the pluralistic resolution mechanism of contradictions and disputes.It mainly introduces the comprehensive nature of the resolution subject,which needs to rely on the joint law enforcement of multiple departments,the joint efforts of national and social forces,and the joint composition of multiple subjects,which is not only in line with the concept of good governance of modern governance,but also in line with China’s national conditions,So as to form a solution pattern with Chinese characteristics;The feasibility of the solution,understanding the change of interest demands between the parties to the conflict and dispute in the dynamic development of the event,and comprehensively considering their family,economic life conditions,personality factors,etc;The effectiveness of the resolution measures,adhere to strengthening the responsibility of the leaders to undertake the case,the responsibility of the departments to undertake the case and the responsibility of supervision,promote the resolution of the backlog with the implementation of the responsibility,and establish the accountability mechanism.Improve the mechanism,take into account the monitoring before,during and after the event,limit the disposal time and ensure the source of funds.The second part of the article mainly introduces the basic situation of Weixin County,Yunnan Province,citing classic cases,interpreting the law by case,and clarifying the virtue by case.Through the case,the article tells about the prestige practice after the promulgation of the Yunnan Provincial Regulations on the Multi-dimensional Resolution of Conflicts and Disputes,summarizes the prestige effect,and improves the legal mechanism for resolving conflicts in advance,resolving conflicts in the process,controlling mechanisms,and handling legal mechanisms after the event.The third part of the article points out the problems existing in the multi-resolution mechanism of grass-roots social conflicts and disputes in Weixin County,Yunnan Province,including the poor channels of letters and visits,the weakening of the quality of some national staff,the inability to correctly listen to the opinions of the masses,the lack of judicial relief and the lack of non-litigation dispute resolution mechanism.The fourth part of the article describes how to build an efficient grass-roots dispute resolution mechanism from the following five aspects: first,consider the cost and benefit of dispute resolution by rational economic man,and multiple dispute resolution methods;Second,social control should be used to guide grass-roots groups to lose their norms and build social order in a variety of ways;Third,improve the litigation service system and exchange the operation mode of public legal service;Fourth,promote the layout of grass-roots governance with "source of litigation governance";Fifth,adhere to the "role release" to refine the list of rights and responsibilities.
