Research On The Problems And Countermeasures In The Implementation Of The Policy For Cultivating High Quality Farmers In Guangling District

High-quality farmers are a group of modern farmers who love the countryside,have culture,understand technology,are good at management and can manage.They have a certain sense of social responsibility and good professional ethics,have corresponding scientific and cultural literacy and self-development ability,can master the necessary modern agricultural development technology,can engage in professional,standardized and large-scale agricultural production and management,and can drive the surrounding farmers to become rich together.Farmers are workers who are directly engaged in agricultural production.The quality of farmers directly affects the development quality of agricultural industry and the implementation of high-quality agricultural development,agricultural modernization and rural revitalization strategy.Cultivating high-quality farmers can provide talent with support for the rural revitalization strategy,and building a stable high-quality farmers team is also a prerequisite for ensuring national food security.Taking the implementation of high-quality farmers cultivation policy in Guangling District as the research object,taking the Horn-Mitt policy implementation model as the starting point,starting from human capital,principal-agent and other theories,using the methods of literature research,field research,comparative analysis,etc.,from the perspective of public policy objectives and standards,public policy implementation resources,public policy implementation methods,public policy implementation agencies,policy implementation system environment research the cultivation policy of high-quality farmers from the perspective of the value orientation of the executive staff.At the same time,through the questionnaire survey and household interview of the trainees,we can understand the public perception of the implementation effect of the high-quality farmers cultivation policy in Guangling District.The study found that there are still some problems in the implementation of the high-quality farmer cultivation policy in Guangling District.Therefore,studying the implementation deviation of the high-quality farmer cultivation policy,and then putting forward countermeasures to improve the implementation of the high-quality farmer cultivation policy are of great significance and role in effectively improving the quality of farmers,and can better play the initiative of "people" in promoting the high-quality development of agriculture and agricultural modernization Creativity.The Horn-Mitt policy implementation system model fits the political,economic and social environment of rural revitalization in China.Applying this model to the policy implementation analysis of high-quality farmers,we hope to better understand the problems that may exist in the implementation of high-quality farmers’ cultivation policy and find a feasible path for the effective implementation of the policy.Finally,according to the causes of the problem,six types of countermeasures were put forward to optimize the implementation of the high-quality farmers cultivation policy in Guangling District,providing a reference for the county and urban governments with similar social conditions to better promote the high-quality farmers cultivation work,and providing ideas for the rural revitalization of talent team construction.
