Accurate Poverty Alleviation Policy Of Township And Township Government Based On Policy System Model Research On Execution Deviation And Optimization

The targeted poverty alleviation policy has been implemented in rural areas for many years.Although it has made very obvious achievements,there are also problems of deviation in policy implementation.This study considers the implementation deviation of the targeted poverty alleviation policy in W town.Through investigation and research,the following questions are raised: why does the actual implementation effect of the policy deviate from the policy objectives in the implementation of the targeted poverty alleviation policy? What are the specific and practical reasons for various deviations? What measures and ways should be taken to optimize the effect of policy implementation? This study analyzes and summarizes the relevant experience of the implementation of targeted poverty alleviation policy in W town and inherits its development in rural revitalization,which has a certain reference significance for promoting poverty alleviation in southern Sichuan.In order to analyze and investigate the implementation of targeted Poverty Alleviation Policies as a whole,effectively improve policy implementation and enhance policy implementation effect,the author consulted relevant literature and selected w town as the research object.W town has typical characteristics such as poor natural conditions,weak economic foundation and weak self-development ability in remote and poor areas.Through analysis and Research on the implementation status of targeted poverty alleviation policy in W Town,it is found that this area has made good achievements in policy implementation results.However,in the process of policy implementation,there are still implementation deviations,such as additional implementation,alienated implementation and so on.In view of the above situation,based on the horn mitt system model,this paper analyzes and judges the current situation of the implementation of targeted Poverty Alleviation Policies in W Town,and summarizes that the reasons for the deviation of policy implementation in W town are the single policy objectives and assessment,the unreasonable allocation of policy resources,the constraints of the characteristics of policy implementation institutions,the improper means and methods of policy implementation,the value orientation of policy executors The policy system environment is not coordinated.This paper attempts to coordinate policy objectives,establish a multi-dimensional assessment system,reasonably arrange human resources,improve the accuracy of project arrangement,strengthen the construction of information network,improve the quality of policy implementation subjects,strengthen the integration of interests of all subjects,unblock information communication channels,innovate government policy supervision methods,establish correct policy implementation concepts Introduce multiple poverty alleviation subjects to help and improve the endogenous driving force of poverty,and explore relevant countermeasures and suggestions to optimize the effective implementation of targeted Poverty Alleviation Policies,in order to provide some reference for consolidating the achievements of poverty alleviation and building a mechanism to prevent poverty return.
