Affected by the global epidemic,the economy of various countries has shown a significant downward trend,and the income level of Chinese residents has also decreased to varying degrees.At the same time,inflation is accelerating.In 2022,the real estate market encountered an unprecedented "cold winter".In the face of high housing prices and high inflation,how to make the "money bag" of the people rise and make the economy "warm" is a significant challenge for governments around the world."The leverage ratio of housing loans for Chinese residents is too high,and real estate assets account for about one-third of the total assets of residents.Only by ensuring that" housing is affordable "can people dare to consume and be able to consume.".The housing provident fund system is a mutual aid tool that can improve the housing payment ability of residents.As the executing agency of the provident fund policy,the provident fund management center can also be seen as a grassroots management organization.Among practitioners,there are a large number of frontline public service personnel who have direct contact with the public during the policy implementation process,and have minimal power conferred by the policy.Therefore,it is crucial to examine the accuracy and standardization of its policy implementation.This article takes the implementation of the housing provident fund policy in Dalian as the research object.Firstly,it analyzes the current situation and results of policy implementation by collecting the policy evolution and business data in Dalian in the past 10 years.Secondly,through extensive research such as interviews and questionnaires with practitioners,stakeholders,and target groups,combined with the author’s more than ten years of frontline experience,using the classic model of policy implementation theory and the six key elements of the Mitt Horn model to analyze the emerging problems and underlying reasons,while adding to the research level of the target group that the model lacks,Propose that failure to establish a feedback mechanism for target groups also belongs to one of the issues of policy implementation,and form the view that policy implementation should be "top-down" and "bottom-up" two-way interaction.Then,based on the advanced practices of other cities,targeted and tailored solutions to the problem are proposed.The crux of the specific business process involved in this article is both specific and universal,and the perspective of problem-solving is also carried out around implementation goals,performers,implementation agencies,inter organizational communication mechanisms,and target groups.The analytical perspective is more micro and detailed,providing new thinking for future research on the implementation process of public service institutions,especially window units. |
