Research On The Implementation Of Community Rehabilitation Policy For Drug Addiction Treatment From The Perspective Of Horn Mitt Model

The problem of high relapse rates,difficult withdrawal consolidation,and difficult integration into society among drug addicts in China is very prominent.The task of drug rehabilitation is very arduous,which directly affects public safety and public security stability.Guangxi is located in the southern China,and the Guangxi section of the Sino Vietnam border is the second largest channel for drug smuggling to infiltrate China.Drug abusers exist throughout Guangxi.If traditional punishment methods are emphasized in the rehabilitation measures for drug abusers,rather than education and assistance,it will lead to intensified new contradictions and conflicts,namely psychological abnormalities and difficulties in re socialization.In recent years,a series of community rehabilitation policies for drug addiction treatment have been issued from the country to Guangxi and local governments,promoting the implementation of relevant departments at all levels,resulting in a significant increase in the implementation rate of community rehabilitation for drug addiction treatment and a decrease in the relapse rate,achieving certain results.However,in the process of policy implementation,due to the emergence of many issues such as uneven local development,inadequate organizational structures,inadequate implementation of special funds,and inadequate personnel strength,the effectiveness of policy implementation has been seriously restricted,and to a large extent,the continued and in-depth development of community rehabilitation work for drug treatment has been hindered.This article selects the implementation of community rehabilitation policies for drug rehabilitation in B County,Guangxi as a research case.Using the theoretical tools of the Hohn Mitt model of public policy in public management,drawing on domestic and foreign experiences,and through a combination of work practice,questionnaire surveys,interviews,etc.,a comprehensive study is conducted on the implementation of community rehabilitation policies for drug rehabilitation in B County,and improvement suggestions are proposed to better achieve the goals of community rehabilitation policies for drug rehabilitation.The full text is divided into six chapters: Chapter 1 is the background of the topic,the current research status of the topic at home and abroad,and the research methods adopted;Chapter 2elaborates on the selected theories of public policy implementation and the conceptual content of the Horn Mitt model theory;The third chapter describes the text and implementation status of the rehabilitation policy for drug rehabilitation in the community of B County;Chapter 4 conducts an in-depth analysis of the problems and reasons in the implementation of rehabilitation policies for drug rehabilitation communities in County B;Chapter 5 proposes countermeasures and suggestions to optimize the implementation effect of community rehabilitation policies for drug rehabilitation.
