| Since the 1990 s,electric bicycles have developed rapidly in China because of their advantages in economy,environmental protection and convenience.The social ownership has increased steadily and continuously.Especially after the implementation of the "motorcycle ban" measures in some cities,electric bicycles have naturally become a substitute for motorcycles,and more citizens use them as a means of daily short-distance travel,Shuttling through the streets.With the rapid growth of electric bicycles,it has also brought many urban management problems,such as traffic accidents,fire fighting,battery pollution and so on.Among them,the traffic safety management problem is the most prominent.The illegal driving and traffic accidents involving electric vehicles are increasing day by day,which has become an important factor affecting road traffic safety.In the face of increasingly complex electric bicycle management,different cities have formed different governance models.In terms of the electric bicycle policies that have been implemented at present,they can be divided into three policy types: "no electricity","power restriction" and "no restriction".Among them,Nanning is one of the representative cities that implement the "no prohibition and no restriction" policy,that is,electric vehicles are allowed to pass,Strengthen guidance and registration management.It is under this policy that the number of electric vehicles in Nanning continues to grow.In 2021,the social ownership reached 3.6 million,becoming a veritable "city of electric vehicles".In order to better strengthen the management of electric bicycles,Nanning issued and implemented the regulations of Nanning on the management of electric bicycles(hereinafter referred to as the regulations)in September 2020.The new regulations have been implemented for more than a year.From the current implementation of the regulations,the management of electric bicycles has certain effects,such as the awareness of Nanning citizens to wear helmets and abide by traffic rules has been greatly improved,Traffic accidents involving electric vehicles have decreased over the past year,but there has been no fundamental breakthrough in the treatment of electric bicycle chaos,and there are still many problems to be solved in the process of policy implementation.By collecting and investigating the actual situation of urban electric bicycle management in Nanning,this paper collects data related to the effect of policy implementation from multiple dimensions under the framework of Horne mitt system model,applies policy science to practice,and explores and analyzes the effect of current policies by means of field interviews and questionnaires,Under the guidance of horn mitt system model,this paper analyzes the obstacles and reasons in the implementation of the new regulations from the four dimensions of the policy itself,the executing agency,the external environment and the target group.Finally,based on the actual situation of electric bicycle management in Nanning,this paper puts forward some improvement suggestions to contribute to the better realization of the policy objectives of electric bicycle management,hoping to assist the relevant government departments in the decision-making and governance of electric bicycle management. |
