China’s housing provident fund system has become the world’s largest policy-based housing finance system.With the steady advancement of the provident fund policy,while the provident fund policy has entered the stage of perfect development,many problems that need to be solved urgently have been revealed in the process of policy implementation,such as implementation efficiency,operational risks,and institutional fairness.This paper takes the policy implementation process of the Housing Provident Fund Management Center of City B as the research object,analyzes the Horn-Mitt model,finds out the problems in the policy implementation process,and proposes ways to optimize the housing provident fund policy according to the existing problems.First of all,this paper sorts out the main policies in the stage of improving the development of the housing provident fund policy,and analyzes and summarizes the policy objectives of the housing provident fund at this stage.Secondly,by analyzing the business situation,visit survey and quantitative analysis questionnaire of the Housing Provident Fund Management Center in City B in recent years,the current situation of the implementation of the policy of the Housing Provident Fund in City B was compared and analyzed,and the current policy implementation effect was comprehensively understood.Finally,combined with the six elements contained in the Horn-Mitt model,namely,policy objectives and standards,policy resources,characteristics of implementing agencies,value orientation of implement,implementation methods and socio-economic and political environment,the problems existing in the housing provident fund management center of City B were analyzed,namely,the policy implementation effect deviated from the target,insufficient manpower,capital allocation,defective risk control system,negative implementation attitude,insufficient internal and external communication and coordination,and low popularity of housing provident fund policy.Through the problems found,analyze the causes of problems in policy implementation,and give suggestions to improve policy implementation. |
