| Talent is the core support to lead the high-quality development of the city,and the current is a key window period to compete for talent.How to build a high-level talent policy system with more scientific and effective,more competitive advantages and more local characteristics and implement it in place is always the core issue of high-quality urban development.This thesis takes DY City,a county city in the innovation demonstration zone of South Jiangsu Province,as the research object,takes the theories of policy implementation and public policy evaluation as the theoretical basis,and uses scientific research methods such as literature research,content analysis,statistical analysis and questionnaire to investigate and study the existing problems and improvement directions of the implementation of high-level talent policies in DY City.In the implementation status of high-level talent policy,this thesis summarizes the general situation of high-level talent policy development in DY City,the implementation of the core policy "Phoenix Chaoyang" talent plan,the text of high-level talent policy in DY City and the main situation of high-level talent policy implementation in DY City,and analyzes the implementation status and achievements of high-level talent policy in DY City in recent years.In the analysis of the problems and causes of the implementation of high-level talent policies in DY City,questionnaire survey indicators are designed based on Smith’s policy implementation model,and questionnaires and field interviews are conducted.Through the investigation and research,it is found that,There are still some problems in the implementation of high-level talent policy in DY City,such as the need to improve the overall competitiveness of the policy,the need to improve the implementation efficiency of the talent work department,and the insufficiency of the construction of talent service environment.It is mainly due to the low precision of high-level talent policy,the weak collaborative governance ability of talent work departments,and the need to improve the construction of talent service environment.Finally,in view of these problems,by combing the advanced experience of high-level talent policy implementation in other counties in China and combining with the actual development situation of DY City,this thesis puts forward some suggestions on optimizing the implementation of high-level talent policy,including optimizing the allocation of policy resources,improving the collaborative governance ability of talent work departments,and optimizing the talent management service environment. |
