Shanghai “double reduction” policy is led by the national “double reduction”policy.With a combination of “double reduction” policy and its supporting policies,the government aims at easing students’ academic pressure,promoting their physical and mental health,and cultivating all-round development.In order to make “double reduction” policy beneficial to the students and citizens,it’s necessary and meaningful to know how the schools implement the “double reduction” policy and the effect of the policy,to analyze the problems that have arisen in the process of policy implementation,and to give corresponding solutions.Mitt-Horn model and Mc Laughlin’s policy implementation mutual adaptation model are combined to construct the analysis framework for this study.The analysis is based on the case study of school X in Shanghai implementing Shanghai “double reduction” policy.Reading the national and Shanghai “double reduction” policy and the supporting policies helps me have a clear mind of the aim and the requirements of the policy.Working experience in school X enables me to know the measures the school has been taking to implement Shanghai “double reduction” policy.Through questionnaires answered by the students in school X and interviews with the teachers who work in school X and the parents of the students in school X,I am able to learn the effect of Shanghai “double reduction” policy on the students and collect policy-related groups’ ideas and suggestions about the policy.Based on the study,the problems regarding implementing Shanghai “double reduction” policy are: policy implementation standards need adjusting;not enough resources are supplied;the approach to implementation isn’t flexible;the adaptation in the process of implementation is inadequate;the policy implementer — teachers endure heavy workload and pressure;the policy environment isn’t mature.The reasons behind them are as follows: the policy makers fail to consider the different needs of the target groups and the difficulties schools have in implementing the policy;the implementing agencies lack the ability and approach to provide support and resources;inequality exists in the positions of different implementing agencies and implementers;policy-related groups’ different needs are neglected;teachers’ motivation isn’t fully inspired;different education backgrounds lead to different outcomes.To solve these problems,the solutions are put forward.First,it’s necessary to adjust some of the policy standards.Secondly,it’s important for implementing agencies to find ways to allocate stronger financial support and various resources to schools.Next,the implementing agencies should deal with the work with more flexibility and understanding.In addition,it’s required to set up adaptation mechanism.What’s more,the teachers need to be motivated.Finally,it is suggested that the policy target groups know the aim and the value of the policy and a change of the social environment is also inevitable.
