Research On The Dilemma Of Peer Supervision In Highway System Discipline Inspection And Supervision From The Perspective Of Policy Implementatio

With the deepening of the overall strict control and management of the Party,supervision at the same level is increasingly important in the supervisory system of the Party and the state,but in the bureaucratic system,supervision at the same level is still the weak link in the supervisory chain,the Party and the state have formulated and issued relevant policies and regulations to improve the dilemma of supervision at the same level.The highway system of g province has fully grasped the spirit of the Party Central Committee’s policies and regulations,and has formulated the policy of supervision at the same level and relevant systems within the system,however,in the daily supervision and discipline work of the Unit Discipline Inspection Commission,the relevant policies also failed to be well implemented,did not really achieve the policy objectives,the system of peer supervision dilemma still exists.In this context,from the perspective of Public Policy Implementation,through the introduction of Vanhorn-Metter policy implementation framework,combined with case studies,field interviews,literature research and other methods,this paper analyzes the provincial highway system at the same level,and finds out the problems in six aspects,such as policy objective,policy resource allocation,policy implementation mode,and the value orientation of the executors According to the theory of Public Management,this paper analyzes the reasons of the high ambiguity of the same level supervision policy,the obstacles of the system supervision system,and the restriction of the implementation of the policy inside and outside the system This paper puts forward some corresponding measures to explain and replace the policy objectives,improve the allocation of supervision resources at the same level,change the way of supervision,and innovate the supervision system,so as to make a theoretical attempt to solve the dilemma of supervision at the same level,it enriches the new field and direction of Horn-meter system model research.
