| Improving the innovation and entrepreneurship ability of college graduates is an important work of optimizing innovation and entrepreneurship.As the main body of cultivating college students’ innovation and entrepreneurship ability and implementing innovation and entrepreneurship policies,colleges and universities need to provide college students with high-quality innovation and entrepreneurship course education,build an excellent atmosphere of innovation and entrepreneurship activities,and provide a garden for young people’s innovation and entrepreneurship activities to practice,so as to stimulate college students’ enthusiasm and passion to participate in innovation and entrepreneurship activities In order to stimulate the enthusiasm and passion of college students to participate in innovation and entrepreneurship activities and enhance their innovation and entrepreneurship ability.With the support of a series of national and Shanghai policies,the innovation and entrepreneurship activities of college students in Shanghai have been carried out in an orderly manner and the comprehensive quality of innovation and entrepreneurship has been significantly mentioned,but there are still problems in practice,such as the ineffectiveness of policy implementation,the lack of synergy of executive agencies,the lack of students’ willingness to participate,the poor environment of education and activities,the lack of supporting resources and the focus only on the dual-innovation curriculum education of college students.This paper takes Shanghai Q University as the research object,describes the innovation and entrepreneurship policy situation in its city,Shanghai,summarizes the current situation and characteristics of innovation and entrepreneurship policy implementation in Q University,constructs a survey and analysis framework using the Horn-Meter policy implementation model,collects college students’ knowledge,participation and satisfaction of innovation and entrepreneurship policy activities through a questionnaire survey,and uses the interview method to obtain the information of functional departments in the university The analysis of policy implementation participation and value orientation of staff,front-line teachers,entrepreneurial students and related groups in universities was conducted to further study the problems and causes in the implementation of innovation and entrepreneurship policies in Q University,and to propose improvement suggestions for further optimizing the implementation of innovation and entrepreneurship policies in Shanghai universities.It is found that the main problems in the implementation of innovation and entrepreneurship policy at Q University are: vague policy implementation goals,insufficient supply of policy implementation resources,insufficient policy implementation power,insufficient coordination among implementation departments,weak policy recognition by target groups,and insufficient innovation and entrepreneurship atmosphere.In view of the above problems,this paper puts forward the following optimized countermeasures: firstly,to clarify the policy objectives and improve the coordination of policy implementation;secondly,to reasonably allocate policy resources and improve the capacity of entrepreneurship policy implementation;thirdly,to strengthen the construction of teachers and optimize the incentive mechanism of front-line teachers;fourthly,to deepen the intercommunication and linkage between universities and market institutions and promote the efficient coordination among functional departments;fifthly,to take multiple measures to create an entrepreneurial atmosphere and stimulate students’ entrepreneurial enthusiasm. |
