The development of the economy and the improvement of urbanization level have brought the theme of urban branding into people’s vision.In the process of urban construction,each city needs to reflect its own differences,competitive advantages,residential conditions,etc.,and gradually begins to pay attention to the issue of urban brand building.When building a city brand,the role played by the government cannot be underestimated.The policies introduced by the government and their implementation effects directly affect the level of city brand construction.The former Changsha National High tech Industrial Development Zone(now merged into Xiangjiang New Area in June 2022,hereinafter referred to as "Changsha High tech Zone")is one of the first nine innovative science and technology parks in China,the"first formation" of the national level high tech zone,and also serves as a demonstration zone and pilot zone for high-quality economic development in the Changsha area,The industrial transformation and development,as well as the integration of industry and city,have played a good leading role in Changsha and even the entire Hunan Economic Park.The concept of "Leifeng New City" has also emerged due to the overall planning and layout being unable to adapt to the current development form.In 2021,through a series of documents and policies,the construction of the "Leifeng New City" urban brand officially began.This study summarizes the theoretical achievements related to urban brand building,and adopts methods such as literature analysis,participation observation,and questionnaire survey to conduct research.Based on the framework of the"Meter-Horn System Model",this study conducts an in-depth analysis of the implementation of the "Leifeng New City" urban brand building from six dimensions:policy direction and standards,policy resources,executive department characteristics,implementation methods,system environment,and implementation subject values,Research has found that in the construction of "Leifeng New City",there is a lack of implementation standards,a lack of positioning standards,a single construction entity,a lack of market participation,insufficient implementation experience,cognitive errors in implementation,difficulties in policy implementation,and the lack of sustainability of policies due to factors such as "Merge three districts and counties into one district".By analyzing successful cases of urban brands both domestically and internationally,we aim to help Changsha High tech Zone find valuable experiences to draw on,and ultimately provide optimization strategies for the implementation of the "Leifeng New City" urban brand based on local conditions.We aim to leverage the role of a governance community,clarify the strategic position of policies,increase investment in policy resources,and enhance professionalism in policy implementation.The innovation of this article lies in the integration of theory and practice,Under the current urban brand research topic" a wealth of literature has been accumulated,mainly focusing on urban brand marketing and promotion.There is relatively little research on the role of the government in urban brand construction and policy implementation.By analyzing the implementation of the "Leifeng New City" urban brand construction policy,it provides reference for the brand construction of various economic park cities,and better promotes the development of urban economy and culture. |
