At present,poverty is one of the more prominent social problems in the world,it is a severe challenge faced by all countries,and it is also an unavoidable practical problem for the sustainable development of modern civilized society.As the largest developing country in the world,China has always regarded poverty alleviation as the key to social welfare and assistance.After decades of unremitting efforts,China has made breakthrough in poverty alleviation.However,with the social transformation and upgrading,the extensive poverty alleviation in the past can no longer solve the structural poverty and individual poverty problems derived from the poverty alleviation work,and precision poverty alleviation emerges as the times require under this background.The implementation of accurate Poverty Alleviation Policy has injected into the Poverty Alleviation work of governments at all levels With new vitality,the number of people living in poverty is decreasing.However,at the same time,we also note that due to the large base of poor people in China,the tight task of poverty alleviation time,the comparison of the performance of poverty alleviation personnel and the lack of supervision and supervision mechanism in the process of poverty alleviation,As a result,there are some phenomena in the work of poverty alleviation,such as inaccurate withdrawal of poor people and inadequate management of special funds for poverty alleviation,which has a great negative impact on the progress and effect of accurate poverty alleviation work.In order to deeply study and analyze the problems existing in the implementation of the government's accurate poverty alleviation policy and enhance the implementation effect of the precision poverty alleviation policy,on the basis of systematically combing the domestic and foreign literature,this paper selects F County,one of the poor counties at the national level,as the research object.Combined with Horn-Meter system model,this paper analyzes the present situation of precise poverty alleviation policy implementation of F county government through empirical investigation and research,and summarizes the problems existing in the implementation of precision poverty alleviation policy of F county government.And put forward the corresponding countermeasures and suggestions.The improvement of the implementation effect of precision poverty alleviation policy can promote the optimization and perfection of poverty alleviation work,speed up the pace of poverty alleviation in the whole country,and further improve the people's group.Quality of life.This paper uses the literature research method,questionnaire method and interview method.This article is divided into six chapters:the introduction of the first chapter mainly explains the background,significance,review of the literature at home and abroad as well as the research ideas and methods;The second chapter defines the related concepts and uses the theories,defines the concept of policy implementation,accurate poverty alleviation and local government in this paper,and expounds the contents of poverty theory and Horn--Meter system model;The third chapter mainly expounds the content,implementation and characteristics of F County's precise poverty reduction policy;The fourth chapter is based on the Horn--Meter system model combining the six elements of the model to F County.The present situation of poverty alleviation policy implementation is analyzed in detail;The fifth chapter summarizes the problems existing in the implementation of the precision poverty alleviation policy of the F county government,such as unreasonable setting of work performance evaluation indicators,improper utilization of human resources and information resources,and the inability of implementation methods to meet the requirements of poor households.And carry on the thorough research and analysis to the reason;The sixth chapter puts forward some countermeasures and suggestions,such as improving the implementation effect of precision poverty alleviation policy in F county,optimizing the allocation of policy resources and improving the way of policy implementation.
