| Improving the governance efficiency of rural living environment is an important task of promoting the beautiful rural countryside construction,the necessary requirement of implementing Rural Revitalization Strategy,and also the active desire for rural residents to pursue a better life.In recent years,China has taken a series of policy measures and special actions and made great achievements.Practice shows that the governance of rural living environment not only needs the efforts of the government,but also needs the joint participation of potential actors.However,the participation of potential actors with villagers as the main body is easy to be ignored,resulting in the "fragmentation" of rural living environment governance.By analyzing the construction process of actor network in rural living environment governance,this study focuses on how core actors and heterogeneous actors participate in the process of rural living environment governance,and further discusses how multiple actors should avoid the "fragmentation" action and jointly participate in rural living environment governance in the cooperative network.With village S selected as the research object,by obtaining or collecting relevant materials and data on rural living environment governance through extensive investigation and in-depth interviews,this paper analyzes the interactive behavior among actors,and clarifies the key elements of potential actors participating in governance so as to better conform to the diversity of actors,the complexity of interests and the cooperation between subjects,and forms an interpretation framework of rural living environment governance in combination with theory and practice.The research in the paper shows that the rural living environment governance model explored by village S is a new one based on collaboration,participation and common gains,in which multiple subjects jointly participate,with Party construction leading,government guiding,village collective implementing,villagers as the main body,rural talents as the driving force,formal institutions and village rules as regulation.This model puts emphasis on the role of core actors and attaches importance to the participation of potential actors.It is a characteristic practice of diversified governance,in which actors includes atomized individuals with different reality perception and interest demands of living environment governance,take actions and show different behavior mechanisms,based on the heterogeneity of their roles.Whether the grassroots party building and government departments can crack the individual "atomic" action depends on whether the core actors can present problems,endow interests,recruit personnel,organize mobilization and other translation actions among potential participants.However,the construction of actor network does not mean the formation of rural living environment governance community,because the continuity of participation and cooperative behavior of actors is the key to the effective strengthening of network alliance.Therefore,form three perspectives of objection elimination,benefit transfer and social regulation,the paper tries to discuss how actors in interactive relationship can continue to strengthen participation and cooperation in rural living environment governance,and finally obtains some empirical enlightenment to help solve the dilemma in the current rural practice,and provide a new way of thinking for rural living environment planning and governance. |
