Aging of population has become a problem that China and even all countries in the world need to face.China Development Report 2020: Trends and Policies of Population Aging in China predicts that the elderly population will grow to 500 million by 2050,accounting for 40 %of the total population.Therefore,the elderly care service has received more attention and attention from individuals and society,and has also become a national strategy to actively respond to the aging of the population.The traditional old-age care service in the city is mainly based on support,and the main modes are home-based care,institutional care and community care.Affected by factors such as economy,family,culture and concept,most of the elderly avoid medical treatment without disease,seek medical treatment when ill,and leave medical treatment when ill,showing the separation of medical care.At the same time,China ’s population aging is currently showing the characteristics of aging,increasing the proportion of disabled and demented elderly,which makes the medical needs of the elderly increasing,and also leads to the transformation of pension services from the separation of medical care to the combination of medical care.The 14 th Five-Year National Plan for the Development of the Cause of Aging and the Pension Service System proposes to implement the action to improve the ability of community medical care,which makes the urban community health service facilities become the key to the implementation of the combination of medical care.Therefore,it is worth exploring how to consider the current level of facility aging in the construction of an aging evaluation system,and then improve the service capacity of facilities and improve the old-age service through updating.The paper mainly includes three parts,namely,the research on the connotation of aging,the construction of aging evaluation system and the renewal of aging: First of all,this paper analyzes the changes in the demand for medical care caused by the characteristics of the elderly.By analyzing the endogenous ability and extension ability of community health service facilities and clarifying the way of combining medical care with nursing care,this paper discusses the dynamic relationship between " medical " and " nursing " of the elderly in the facilities,and clarifies the aging connotation of urban community health service facilities under the guidance of combining medical care with nursing care;Secondly,the aging index elements are extracted from three aspects : medical environment,medical care service provision and guarantee,and medical care service support.The evaluation system of urban community health service facilities suitable for aging is constructed by using the combination of analytic hierarchy process and fuzzy comprehensive evaluation,and the classification criteria of suitable aging update are defined,which can be divided into four types : retention type,basic type,perfect type and promotion type;Finally,based on the evaluation system,an empirical study was conducted on the urban community health service facilities in Lian hu District of Xi ’an,mainly from the three aspects of medical environment,medical service provision and guarantee,and medical service support.In summary,the paper aims to improve the content of old-age care services and improve the level of old-age care services.By constructing an aging evaluation system,grading,determining the type of update,and proposing an update method,it is expected to provide reference for the evaluation and update of urban community health service facilities.
