Research On The Development Of Community Combined Medical And Elderly Care Services In Jinan City

China quickly strided into an aging society in the condition of "aging before wealthy" and "aging without plan",the country and society bear a huge pressure of elderly care.Meanwhile,because of the elderly are susceptible to various chronic diseases and geriatric diseases,the medical care and life care of many elderly,sick,disabled and semi-disabled elderly need to be solved urgently,The old-age problem is under heavy pressure.As a new service model,service mode of combination of community medical care and elderly care can effectively change the state of separation between old-age and medical,helping the elderly solve the problem of "difficult of getting medical service" and "difficult of getting elderly care".In recent years,some areas have actively promoted the development of community combined medical and elderly care services,realizing the integration of elderly care resources and medical resources.Governments at all levels have issued a series of policies and regulations to support the community combined medical and elderly care services.However,due to China's integrated medical and elderly care service model is still inits infancy,many problems such as outstanding contradictions between supply and demand,low service quality,and serious formalism need to further resolve and improve the solution.This article takes the community integrated medical and elderly care service model in Jinan city as the research object,to understand the policy design and practical exploration about the community combined medical and elderly care services in Jinan city,through the methods of interviews,case study and questionnaires.Combined with the reality of Jinan city,it puts forward three proposals:"Strengthen the top-level design and improve the system and mecha nism","Improve the special policy and strengthen the subsidies" and "Implement the comprehensive health strategy and cultivate the elderly market".The development of community combined medical and elderly care services in Jinan city is still in its infancy.It needs to play the leading role of the governme nt,continuously optimize policy measures,and further improve the quality and effectiveness of the combined medical and elderly care services.The content of the article is mainly divided into the following parts:The first part includes introduction and theoretical basis.The introduction describes the research background and significance of the article,combs the current research results of academia and points out the research ideas,framework,research methods and innovation of the paper.After this is the analysis of related concepts and theoretical basis,the concept of integration of medical a nd elderly care,community elderly care,community medical and elderly care and Welfare Pluralism,Active Aging and Maslow's Hierarchy of Needs theory introduction.The second part is an introduction to the practice of services which combinate community medical treatment and elderly care in Jinan city.The third chapter is the analysis of the policy design of services which combinate community medical treatment and elderly care in Jinan city,analyzing the necessity and importance of the services which combinate community medical treatment and elderly care,sorting out the policies issued by the country and Jinan city,and summarizing the policy measures of Jinan city to carry out services which combinate community medical treatment and elderly care.The fourth chapter is an introduction to the practical exploration of services which combinate community medical treatment and elderly care in Jinan city that can be summ arized into three forms:"Lixia Mode","Huaiyin Mode" and "Zhangqiu Mode".The third part is to analyze the problems and seek solutions.The fifth chapter focuses on the five aspects of the integrated medical and elderly care service model,points out the problems and analyzes the reasons.The sixth chapter gives some advices or solutions for the comprehensive implementation and improvement of services which combinate community medical treatment and elderly care in Jinan city.The paper concludes with a summary of the main research conclusions of this paper and reflects on the deficiencies of the research.
