Research On Performance Evaluation Of Government Purchase Of Basic Public Health Services

Since the implementation of the basic public health service project in2009,China has achieved certain results.At the same time,the incentive effect of performance evaluation of basic public health services has attracted the attention of the public.Of course,they pay more attention to issues related to their own vital interests.If the government wants to maximize the incentive role of performance evaluation,it must redefine the relevant concepts and theories of performance evaluation.Performance evaluation is the core of performance management,which has a decisive impact on the specific implementation of government performance management.This paper discusses the performance evaluation of the purchase of basic public health services by the X district government.Because the role of performance evaluation is reflected in three aspects: summarizing the past of the project,motivating staff,and guiding the future.However,at this stage,performance evaluation has not fully played its due role.For the sustainability of performance evaluation,it is necessary to further analyze the performance evaluation.First of all,based on the research of relevant scholars at home and abroad,the article summarizes the relevant contents of performance evaluation,performance management,performance communication,and the new public service theory,laying the theoretical foundation for the full text analysis.Secondly,using performance management and new public service theory to analyze the problems in the performance evaluation of the government’s purchase of basic public health services in X district,and conducting relevant research,it was discovered that there is a relative lack of rationality in performance evaluation methods,a lack of independence in performance evaluation subjects,a lack of scientific performance evaluation indicators,and a lack of effective communication in performance evaluation lack of motivation in the application of performance evaluation results.And analyze the reasons from five dimensions.Finally,in response to the existing problems,relevant suggestions are proposed to promote the sustainability of performance evaluation.Analyzing the performance evaluation of the government’s purchase of basic public health services from the perspective of the new public service theory is conducive to solving the difficulties faced at this stage,providing new ideas for the sustainability of performance evaluation,and promoting the performance evaluation of the government’s purchase of basic public health services to be more democratic and scientific.
