Study On The Equalization Of Basic Public Health Services Problems And Solutions In Hebei Province

To achieve the equalization of basic public health services is an important social policy inChina. Sixth plenary of sixteen session determined the form of health, education, culture andother aspects of 8 in the public service areas, clearly stated, "improve the public financesystem, and gradually realize the equalization of basic public services." 2008 NationalConference on Health, and the Minister of Health Chen Zhu proposed scope of basic publichealth services, including disease prevention and control, health education, immunization,maternal and child health, health surveillance, mental health and other 12 areas. In 2009, theMinistry of Health, Ministry of Finance "on the promotion of equalization of basic publichealth services of the advice," clearly defined the implications of the equalization of basicpublic health services. Ministry of Health on the notice of health points that we shouldactively promote the fundamental equality of public health services, basic public healthservices to the national norms, strengthen the examination and supervision. In recent years,China has promulgated on the equalization of basic public health services, laws andregulations of view, the implementation of the equalization of basic public health services isthe level of economic and social development as well as the inherent requirement of buildinga harmonious society. Thus all provinces, municipalities must implement the required basicpublic health services.In recent years, the rapid economic development in Hebei, the province GDP annualgrowth rate of 10%. With the sustained and rapid economic growth and people's livingstandards rising, the continued strengthening of people's health awareness, the demand forbasic public health services also showed the trend of rapid growth overall. However, the levelof social development in Hebei province has lagged behind the economic development level,the supply of basic public health services with a serious shortage, people's growing demandof basic public health services, there is a conspicuous conflicts between them. In this paper,the welfare economics and public goods theory is a theoretical guide, in defining the conceptsof basic public health services and on the basis of content, through basic public healthservices in Hebei Province of the status of non-equal-depth, analysising the obstacles in ourprovince equalization of basic public health services, to achieve the various factors for theseproblems, "the CPC Central Committee, State Council on Deepening the views of medicaland health system" and "national norms of basic public health services" is the basis,with the reference of foreign successful experience, combining with the actual situation in HebeiProvince, to establish the equalization of basic public health services objectives andassessment criteria, proposing in Hebei Province for some period of time perfecting theequalization of basic public health services, the proposed measures, by further optimizing thefinancial expenditure structure, improving the transfer payment system, improving thefinancing mechanism and step up publicity, the establishment of performance evaluationmechanism, a phased approach to the equalization of basic public health services, so that allresidents in Hebei Province to enjoy equal basic public health services, improving their health.
