The Problems And Improvement Strategy Of Basic Public Health Services In Changchun

With the development of the economy and society,the problems of medical and health service utilization in China are becoming more and more obvious.The report of the 19th National Congress of the Communist Party of China clearly stated that it is necessary to continuously improve the public health service system and promote social fairness and justice.To make the progress of basic health and public services and to improve the abilities of public service are urgent livelihood issues in China.As the provincial capital of Jilin Province,Changchun is the political,economic and cultural center.It is a great practical significance to improve the level of basic public health services for the improvement of governance and medical health services.This paper is guided according to the theory of public goods and public services equalization theory as the theoretical guidance,this paper takes the development of basic public health services in Changchun as the research object,and analyzes the investment for the present situation of basic public health services in Changchun city.The study found that although the investment in public health in Changchun increased year by year,the professional level was continuously improved and the coverage was expanded year by year,there were still many deficiencies,such as the overall lack of public health input,the difference between urban and rural areas in basic public health services,the lack of medical resources,and the low degree of residents’ awareness of policies.Through reading literates,this paper introduces the Japanese public health emergencies of the three-level monitoring system,the South Korean medical insurance pattern,the Australian community doctor program policy,and the "1+1+1" medical combination contract system in Shanghai,basic public health services "category five package" model in Jinan,and carrying out the policy for rural basic public health services in Zhengzhou,combined with the development of Changchun city characteristics and economic structure countermeasures are put forward.In order to improve the level of basic public health services in Changchun city,this paper summarizes five suggestions,such as defining government responsibility and strengthen the collaboration between organizations,perfecting the public finance system and introducing market mechanism,improve the technology of medical,gradually promoting public health urban and whole study.This paper aims to improve the fairness and accessibility of basic public health services,and enhance residents’ active participation.The awareness raises the health literacy of residents and promotes the sustained,healthy and effective development of basic public health.In view of the problems existing in the implementation of basic public health services in Changchun,this paper points out the corresponding strategies from the perspectives of organizational structure,economic structure,policies and regulations,etc.It is hoped that it has certain practical significance in building a fair and scientific basic public health service system for Changchun city to some extent,meanwhile,it has the reference value for other areas of Jilin province to improve the level of basic public health service.
