Research On The Performance Evaluation And Optimization Of Government Purchase Of National Basic Public Health Services Projects

To improve the comprehensive ability of public management,the government adopts the method of purchasing services to improve the public management system and build a new direction of new public management theory.This view has increasingly affected the current government management and government behavior.With the gradual development of socio-economic level,residents’ health awareness is also increasing.The gradual improvement of socialization requires the establishment of more health care services that can meet the needs of residents’ preventive health care and daily diagnosis and treatment.As one of the important contents of public health services,the National Basic Public Health Service Project is the most basic public health service project provided in accordance with the health needs of the population.The project uses the government’s purchase from social forces to ensure that the government’s funds can buy the highest quality public health service products,so that the public can enjoy the best public health services.Since the implementation of basic public health services,the government has issued a number of related policies to guide its healthy development,but how to effectively evaluate the development status requires continuous improvement in the process of practice.At this stage,the country’s basic public health services have gradually entered the mature stage,but there are still some issues that need to be continuously improved,such as whether the established performance evaluation system is reasonable,whether the effects of inputs and outputs can be comprehensively analyzed through performance evaluation,and projects that have been issued.Whether the financial subsidy can be linked to the actual assessment results.Based on this realistic background,this paper takes Lixia District of Jinan City as an example to conduct a more in-depth and systematic study on the performance evaluation of government procurement of basic public health services.This thesis elaborate and sort out the relevant concepts of the performance evaluation of government purchasing basic public health services.Analyze the existing research results and use the new public management theory as the theoretical basis of this article.Taking Lixia District of Jinan City as the research object,the general situation of government-based public health service projects purchased by the Chinese government is studied.By describing the overall status and basic characteristics of the performance evaluation of basic public health services in Lixia District,Jinan City,and combining the results of interviews with the project staff in 13 community health service institutions in the jurisdiction,it is concluded that there is performance in the performance evaluation of this project there are many problems such as fuzzy evaluation targets,simple construction of the index system,insufficient scientific evaluation methods,and limited application of evaluation results.And analyze the causes of the above problems.Based on the current actual situation,the following performance evaluation optimization suggestions are proposed,one is to clarify the performance evaluation goals with a guiding nature;the second is to improve the performance-oriented complementary evaluation index system;the third is to explore a comprehensive and comprehensive performance evaluation method;The fourth is to plan the application of performance evaluation results involving multiple levels.It is hoped to provide a reliable reference for the development of the practice of purchasing basic public health services in the future.
