Objective: This research is intended to evaluate the effectiveness of online training on basic public health services and probe the related influencing factors of training effect against the primary health personnel under the network environment and find the problems existing in the e-learning training process, summarize training experience as well as provide reference information and confirmed evidence for the scientific decision of department of health service training and management.Methods: This research employs means of literature reviews to comprehend the progress of primary health personnel about public health services training both at home and abroad.The questionnaire survey and knowledge questionnaire are adopted to collect the relevant data. The classification of Kirkpatrick Model is used to evaluate the e-learning effectiveness of primary health personnel. Wilcoxon rank sum test and Kruskal Wallis H-inspection are applied to assess the satisfaction on reaction layer of online training. The matching Chi-square test, t-test and logistics regression analysis are used to investigate the learning effects and influencing factors of learning layer.Results: 1. The ratio of 87.22% participants are satisfied with overall training. There is significantly difference for the evaluation of the whole training and the satisfaction with various specific steps among trainees between different genders,ages,degrees of education and the categories of organization(P<0.05).The ratio of participants who are not satisfied with the design and the function of training platform module etc. is less than 10%. 2. About 85.36% learners believe that e-learning training has achieved the desired goal and 95.29%trainees believe that the content of training possesses practicability, which is helpful to carry out daily work. On evaluating the specific assistance of e-learning, the participants with different levels of education and professional backgrounds in the case video have significant differences on the assessment of whether it can enhance their interest in learning or not(P<0.05).3. The differences of trainees' average scores and percents of pass before and after online training have statistical significance(P<0.05), among which the average scores of doctors in countryside are all above 87 points and in village all 80 points or more after training. Multivariate logistics regressions analysis demonstrated that the age(OR=0.325~0.991) and educational level(OR=1.857~14.434) are the influencing factors of qualification rate of testing scores after training. The main power of 82.81% trainees participated in training is the need of practical work. Another 91.32% of participants consider that busy work hours and computer skills are the main obstacles encountered in the process of study.Conclusions: 1. Generally, participants have a relatively high evaluation on this e-learning training and especially the female, youth group, high-level education and the learners with background of public health have a higher evaluation on various steps of training; 2. Most of trainees agree that training can achieve the desired goal and believe that the content of training is helpful to carry out daily work. Case-video is helpful to increase their learning interest for the participants with various education and professional background; 3. Doctors in countryside and in village obtain a relatively good learning effects from the training promoted 11 basic public health service specifications; results analysis demonstrated that the age and educational level are the influencing factors of qualification rate of testing scores after training; 4. The need of practical work is the main power to participate in e-learning. The limited time and lower computer skills the main obstacles encountered in the process of study.
