In recent years,public health emergency(PHE)occurs frequently at home and abroad.In the case of crisis,the response of the target group of governance policy to emergency management policy directly affects the effectiveness of emergency management policy.Although the governance of the COVID-19 epidemic is carried out by the whole country as a whole,the local government and its staff are the direct executors of the epidemic control policy.The compliance from local people with local government emergency management policies and initiatives has a direct impact on the effectiveness of epidemic management policies.Through the observation of the actual situation,it is found that there are regional differences in the policy compliance of local people in the management and control of the epidemic.This is directly related to the effectiveness of local epidemic prevention and control policies.At the same time,government trust is an important resource that affects the authority of government administration.A high level of local government trust is of great significance in promoting local governments to maintain social stability and improve the efficiency of social governance.Based on previous surveys and studies,it is found that,in China,there are significant regional differences in trust in local governments.Local government trust plays an important role in social governance and risk management.It is of great significance to explore the impact of local government trust on emergency management policy compliance and how to enhance local government trust in the context of public health emergencies.In order to explore whether the level of public trust in local governments will affect their compliance with emergency management policies that measured by liquidity control under the background of COVID-19 epidemic control in China.This article takes the mobility level of citizens in various regions before and after the introduction of COVID-19 epidemic Control Policy Initiative as a symbol to measure the level of compliance with the epidemic control policy of the public.We set the level of public mobility in each region before and after the implementation of COVID-19 epidemic control policy in China as the explained variable.The interaction between the trust level of local government and the implementation of COVID-19 epidemic control policy is taken as the core explanatory variable.Moreover,the model id supplemented by relevant control variables.Then we take the level of trust in the local government as the processing intensity.All regions are divided into the control group and the treatment group according to the processing intensity.After that a generalized double difference model is constructed.The next thing we need to do is to observe the changes in mobility in areas with different levels of local government trust.The public mobility before and after the implementation of the epidemic emergency management policy show that compared with the areas with a lower level of local government trust,people in areas with a higher level of local government trust have higher compliance with government emergency management policies and the implementation effect of emergency management policy is also better.The robust test results show that in the public health emergency management represented by COVID-19 epidemic situation,the level of trust of local government has a significant positive impact on its epidemic control policy compliance.Therefore,in order to solve the problem of how to enhance the trust of local governments and promote people compliance with the management and control policies of public health emergencies,this paper proposes that from the aspects of government administrative capacity building,information disclosure and technical experts,strive to improve the level of trust of local governments,and improve the "strong and weak" government trust pattern under the background of emergency management of public health emergencies and the normalization of COVID-19 epidemic management.Strengthen the trust building of local governments.With a view to taking the governance of the epidemic situation of COVID-19 as an opportunity to provide an important reference to enhance the effectiveness of public emergency management policies,promote the deepening of reform,enhance the governance ability of the government,and promote the trust construction of local governments to a new level. |
