Online Public Opinion Research On Local Government Response To Public Health Emergencies

In recent years,there has been widespread public concern about the prevention and control measures taken by local governments in response to public health emergencies.In this context,there are various online public opinions,which mainly show the characteristics of large scale,obvious sudden occurrence,wide range of influence and significant harm.From the perspective of the overall evolution process,online public opinion often goes through five stages,which are respectively "incubation period-emergency period-outbreak period-recurrence period-subside period".In addition,online public opinion often appears in the form of an instant outbreak,which is extremely powerful.The response to public health emergencies is also relatively complicated and involves multiple subjects.Therefore,local governments are faced with various types of online public opinions,including positive public opinions such as praise,neutral public opinions such as asking for help,and negative public opinions such as accountability.It should be noted that online public opinion involves multiple stakeholders.As for the effectiveness of local governments in responding to online public opinion in public health emergencies,this includes both the establishment of appropriate rules and regulations for online public opinion and the formation of a good awareness of response,as well as the adoption of stricter accountability measures for violations in the handling of incidents.Nevertheless,in some aspects,local governments still have problems in online public opinion response to public health emergencies.Therefore,this paper builds a research framework based on network governance theory,multi-center governance theory and other theories,analyzes the current situation of local governments’ online public opinion in response to public health emergencies,combs the main body,system and method of local governments’ online public opinion in response to public health emergencies,and analyzes the general situation of X infectious disease infection in case Y.Then summarize the response of the local government in the online public opinion of the outbreak of infectious disease X.It is pointed out that the existing problems and the reasons for the existing problems include imperfect public opinion supervision mechanism,limited scope,rapid spread of false information,backward information source tracking method,lack of network public opinion archives,and insufficient practical operation experience.Based on the above problems,the paper analyzes the causes and draws on the successful experience of other places,and puts forward systematic suggestions on how to deal with the online public opinion of public health emergencies.
