Research On The Problems And Count-ermeasures Of Local Government Em-ergency Management In Public Health Emergencies

According to the report to the 20th National Congress of the Communist Party of China,we should promote the building of a healthy China,give priority to the people’s health,improve the public health system,strengthen the prevention and treatment system and emergency response capacity for major epidemics,and effectively curb the spread of major infectious diseases.Compared with natural disasters,accidents and disasters,and social security emergencies,public health emergencies are more harmful and extensive,causing great harm to human life and development.In the spring of 2020,the sudden outbreak of the novel coronavirus brought great challenges to people’s lives and social development.The Party and the state put people first and life first,carried out the people’s war,general war and containment war against the epidemic,protected people’s life and health to the greatest extent,and achieved positive results in coordinating epidemic prevention and control with economic and social development.With the global pandemic,the novel coronavirus virus is constantly mutating,posing a threat to the health of all mankind.Based on public safety management theory and public crisis management theory,this paper studies the emergency management ability of local governments in prominent public health events by using participatory observation method,interview method and case analysis method.Based on the research of W District,S City,Southern Jiangsu Province,the author explored the problems encountered in the prevention and control of COVID-19 from the aspects of relevant legal system,early warning system,team building,psychological problems and so on.For example,relevant laws and regulations cannot timely adapt to The Times,there are loopholes in the early warning and monitoring system,the building of epidemic prevention and control team needs to be improved,the psychological problems of the population are becoming more prominent,and the emergency management capacity needs to be improved.Based on the analysis and research of the problems found,targeted countermeasures and suggestions are put forward based on the current situation,timely updating laws and regulations in line with The Times,improving information release and privacy protection,optimizing joint prevention and control responsibility allocation,strengthening the construction of epidemic related teams,and establishing a psychological crisis intervention system.To help the government reasonably allocate resources,improve the level of emergency management,and help local governments strike a balance between epidemic prevention and development,and fight the epidemic scientifically.
