Agriculture is the basic industry to ensure the normal operation of China’s national economy.Under the strategic background of rural revitalization,"three rural issues" are still the key to the development of China’s national economy.Because of the weak nature,risk and externality of agriculture,its development cannot be separated from the support of national finance.Since the reform and opening up,China’s agricultural productivity has developed rapidly,which has successfully fed 20% of the world’s population with less than 10% of the world’s arable land.But this remarkable achievement is at the cost of excessive consumption of resources and environmental damage.As an important means for the government to control agricultural development,the policy of financial support for agriculture plays an important role in guiding the agricultural industrial structure and development direction.Therefore,in order to accelerate the high-quality development of China’s agriculture,the policy of fiscal support for agriculture should put the concept of green development in an important position and build a green development oriented agricultural support policy system.This paper first combs the relevant research results at home and abroad on financial support for agriculture and agricultural green total factor productivity,and then expounds the concepts of financial support for agriculture expenditure and agricultural green total factor productivity。Then,the relevant theoretical basis is discussed,and the influence mechanism of financial agricultural support expenditure on agricultural green total factor productivity is analyzed from the perspectives of input,output and utility theory.Based on the data envelopment analysis(BCC)model of 30 provinces(municipalities and autonomous regions)in China from 2004 to 2017(excluding Tibet),this paper analyzes the performance of fiscal support to agriculture.The results show that the comprehensive efficiency level of financial support for agriculture is low in developed areas due to the rapid development of secondary and tertiary industries,low proportion of agricultural industry,and relatively mature agricultural development system,while the comprehensive efficiency level of financial support for agriculture is high in traditional agricultural provinces and less developed areas.On this basis,the super-efficiency SBM model was used to measure agricultural green total factor productivity.The level and result decomposition of green productivity are discussed and analyzed from the overall level,regional level and provincial level.Based on theoretical analysis,this paper constructed a threshold regression model with economic development level as the threshold variable through the panel data from 2004 to 2017 of 30 provinces(cities and autonomous regions)(excluding Xizang).The empirical results show that there is a significant single threshold nonlinear relationship between financial support for agriculture and agricultural green total factor productivity.In addition,it is found that urbanization level,agricultural foreign direct investment,agricultural environmental regulation and rural human capital level all have a positive impact on agricultural green total factor productivity.Finally,the author puts forward some targeted policy recommendations from the aspects of improving the financial support for agriculture policy,optimizing the allocation of production factors,strengthening agricultural science and technology innovation,and paying attention to farmers’ education and training.This paper provides empirical evidence for the impact mechanism of financial support for agriculture on agricultural green total factor productivity,and enriches the theoretical guidance system of agricultural green and high-quality development. |
