At a time when food security is a growing concern,ensuring China’s food security is crucial to achieving the goals of building a moderately prosperous society,constructing a harmonious socialist society and promoting the construction of a new socialist countryside.In 2021,agricultural production in Yunnan’s major grain-producing regions is generally developing rapidly,with steady growth in grain production and an increase in planting production capacity.Promoting structural reform and green development on the supply side of agriculture and achieving a high quality green development path that balances natural resources and the environment is one of the strategic objectives for achieving modernised agricultural development in Yunnan’s major grain-producing regions while sustaining agricultural development.The continuous promotion of green total factor productivity is the key to promoting green agricultural development.As the main grain-producing regions in Yunnan Province,the current situation of green total factor productivity in agriculture in Qujing,Zhaotong,Honghe and Dali,and the impact of environmental regulations on it,as well as how to improve green total factor productivity in agriculture in the main grain-producing regions in Yunnan,are the main questions explored in this paper.This paper focuses on the green total factor productivity of agriculture in the main grain-producing regions of Yunnan Province from 2008 to 2021,firstly,it raises the question,clarifies the research direction of the paper,reviews and summarises the existing literature and theories on green total factor productivity of agriculture and environmental regulation in the academic field,and provides a basis for studying the agricultural development performance of the main grain-producing regions of Yunnan Province and the impact of environmental regulation on agricultural green total factor productivity in the main grain-producing regions of Yunnan Province.This study provides a theoretical basis for the study of the impact of environmental regulations on the green total factor productivity of agriculture in Yunnan’s grain-producing regions.Secondly,a DEA-Malmquist index model tool is used to measure and analyse the green total factor productivity of agriculture in Yunnan’s major grain-producing regions based on time and place using panel data from 2008 to 2021.Subsequently,a two-way fixed effects regression model was applied to explore the impact of environmental regulations on agricultural green total factor productivity in the main grain producing areas of Yunnan Province.Based on the results obtained,it was concluded that(1)the overall level of agricultural green total factor productivity in the main grain-producing regions of Yunnan Province is high and the trend is relatively stable,showing an increase followed by a decrease and then an increase.Combined with the agricultural green total factor productivity of the four cities and towns in the main grain producing areas of Yunnan Province,the differences in agricultural green total factor productivity in the four places are not significant and the development momentum is comparable.Among them,the growth rate of agricultural green total factor productivity in Qujing and Dali is faster,while the growth rate of agricultural green total factor productivity in Zhaotong and Honghezhou is slower.(2)The results of a two-way fixed-effects regression model showed that environmental regulations had a positive impact on green agricultural green total factor productivity in the main grain-producing regions of Yunnan Province.The positive effect of environmental regulation on green total factor productivity in Yunnan’s major grain-producing regions indicates that environmental regulation at this stage has a positive effect on green total factor productivity in Yunnan’s major grain-producing regions and is conducive to productivity improvement.The "innovation compensation" and "first mover advantage" have emerged to increase the green total factor productivity of agriculture in Yunnan’s grain-producing regions.The "innovation compensation" and "first-mover advantage" of environmental regulation intensity in Yunnan’s grain-producing regions are stronger than the "crowding-out effect".Finally,based on the findings of the empirical analysis,this paper proposes relevant policy recommendations for the development of green agriculture in the main grain-producing regions of Yunnan Province.From the governmental level,the paper proposes targeted countermeasures to optimise environmental regulations and establish an environmental management system;to promote the transformation of agricultural technology innovation and achievements to stimulate technological vitality;and to raise the attention to agricultural environmental governance and advocate the green concept throughout the whole process of agricultural production,providing useful suggestions on how to realise the ecological revitalisation of rural areas,promote the development of green agriculture and improve quality and efficiency.
