In recent years,IUU fishing has been a concern of the international community.A series of international instruments for IUU fishing,such as the "IPOA-IUU International Action Plan",have provided strong regulations to combat IUU fishing.Regional fisheries management organizations are also aware of the dangers of engaging in IUU fishing activities in their Convention areas and have formulated conservation management measures for IUU fishing.Due to the different time,background,jurisdiction of sea area,fishery,etc.of each RFMO,there are also differences in the content of IUU conservation management measures.With the advancement of science and technology and the enhancement of RFMO' management capabilities,each RFMO has improved the IUU vessel list system for fishing vessels to varying degrees,and increasingly stringent management measures have also brought challenges to China's offshore fishery.First,this paper systematically combed the evolution of the IUU vessel lists for13 RFMO,and summarized the improvement of the IUU vessel list procedures of IUU fishing vessels.It mainly summarizes the definition of IUU fishing,the draft list of IUU fishing vessels,and the temporary list of IUU fishing vessels.The length of the applicable ships of the fixed list,the IUU vessel list and the IUU vessel list system were revised slightly.RFMO such as IOTC,ICCAT and CCSBT have gradually increased the rules for cooperation and exchange with other RFMO.Research on RFMO in improving the IUU vessel lists presents two major characteristics: First,the process of formulating the IUUvessel list which is constantly improved and the scope of application is expanding;second,the transparency of the IUU vessel list system of IUU fishing vessels is gradually increasing.Secondly,it compares 13 aspects in four aspects,including the definition of IUU fishing,the process of formulating the IUU vessel lists,the measures taken by thecontracting parties / cooperative non-contracting parties to the IUU fishing vessel,and the cooperation and communication between the RFMO against the IUU vessel lists.RFMO' current IUU fishing and IUU vessel lists system summarizes its similarities and differences and analyzes their implementation.The research found that most RFMO are mainly based on the vessels for unauthorized fishing and during the fishing process,the vessels violated RFMO related conservation management measures,and vessels and IUU fishing vessel list were reloaded and participated in joint operations.In addition,the contracting parties or cooperative non-contracting parties have taken measures against IUU fishing vessels mainly from the three aspects:pre-fishing registration of fishing vessels,port state measures,and sales of aquatic products,in order to cracke down on IUU fishing activities.Furthermore,according to the crossl-listing vessel of RFMO,analysis shows that not all RFMO recognize IUU fishing vessels from other organizations,and the the crossl-listing vessel rules of RFMO' IUU fishing vessels lists are not systematic.Thirdly,the implementation of the IUU vessel list system for RFMO is analyzed.The research suggests that the implementation of the IUU vessel list system for the definition of IUU fishing makes up for the general nature of IPOA-IUU's definition of IUU fishing,and implements IUU related to RFMO.The management measures provided clear targets,and the sharing of IUU vessel list among RFMO played a driving role in jointly combating IUU fishing.However,there are also shortcomings in the process of formulating IUU vessel list for fishing vessels developed by RFMO,including some RFMO IUU vessel list systems for fishing vessels,which are only binding on non-contracting vessels,and the relevant flag parties have insufficient enforcement of IUU vessels.And because the IUU fishing vessels and catches cannot be calculated,it is difficult to evaluate the effectiveness of the IUU fishing and fishing boat IUU vessel list system.At the same time,it proposes future development of the system,including expanding the scope of IUU fishing and fishing boat IUU vessel list formulation and implementation;further Strengthen cooperation and exchange of RFMO to jointly combat IUU fishing.Finally,according to the formulation,implementation and improvement of the IUU vessel list of 13 RFMO,combined with China's ocean fishery management regulations,the deficiencies of China's ocean fishery management are pointed out.It is considered that China's current ocean fishery laws mainly require fishing vessels.Related departments The weak law enforcement capacity and weak legal awareness ofoffshore fishery practitioners are the reasons for IUU fishing in China's offshore fishery vessels.At the same time,this article puts forward suggestions for the development of offshore fisheries in our country: improve the fishery management system,formulate laws and regulations specifically for IUU,and adapt it to RFMO fisheries management trends;strengthen supervision of offshore fishery enterprises,and raise the awareness of fishery resources conservation among enterprise managers,Strengthen the frontline operators of offshore fisheries to understand relevant laws and regulations and RFMO management measures and raise legal awareness;actively participate in the fisheries governance of RFMO,cultivate talents of offshore fisheries to actively participate in RFMO meetings,and strengthen the voice and leadership of RFMO.At the same time,increase maritime law enforcement and cooperate with RFMO to jointly engage in IUU fishing activities in the convention area.
