Since the establishment of the summer moratorium of marine fishing in 1995,China's sunmer moratorium of marine fishing has changed several times,and the improvement of the system has not brought the desired perfect results.Especially,due to the rapid development of fishery industry,technology and economy,almost all coastal fisheries from South China Sea fishing grounds to Bohai Bay are facing many common problems,such as depletion of marine fishery resources,slow growth of fishermen's income,and more difficulties in fishery administration and supervision.In order to solve these problems,experts and scholars from many fields such as ocean,economy and environment had put forward their own suggestions.Ganyu District of Lianyungang City,Jiangsu Province,selected as the research object,also faces these problems.Ganyu District of Lianyungang City is located in the eastern coast of Jiangsu Province.It is known as the "North Gate" of Jiangsu Province.There are 6 towns,31 fishing villages in the coastal area.The total number of fishermen is nearly 50,000.It has more than 2,000 kinds of marine fishing vessels.At the same time,it has 62.5 kilometers of coastline,126,600 mu of intertidal beaches,953,400 mu of shallow sea area,and more than 7,000 square kilometers of offshore fishing grounds.It can be said that it is advantageous.Ganyu District,as a traditional fishery area in Jiangsu Province,has always been the first place in Lianyungang City in terms of fishermen,fishing boats,fishery catch and fishery resources possession.At the same time,Ganyu District occupies a very important position in the provincial category of Jiangsu Province.It is very representative to study the achievements and problems of the management of marine fishing suspension in the summer in Ganyu District,which will help to promote Lianyungang City and Jiangsu Province.Provincial and even national key coastal fishery areas should learn from each other to comprehensively promote the management and conservation of marine fishery resources in China,and constantly promote the pace of the construction of marine ecological civilization in China.Through theoretical deduction,combined with literature and field statistics,this paper explores the relationship between the establishment of non-governmental fishery associations and organizations and the effective management of offshore off-season fishing.It also analyses the role of fishermen's spontaneous organization associations,including fishery associations,and official fishery associations in the management of offshore off-season fishing.Through the analysis of the advantages and disadvantages of representative theory of offshore off-season management,it The functions of ocean dormancy management of fishing village community organizations such as associations.Introducing the theory of multi-governance of fishing suspension in the summer,the so-called multi-govermance refers to the introduction of social forces into the existing government-led,business departments-led,grass-roots law enforcement personnel specific implementation of the management model.At the same time,this paper also points out that fishery associations play an important role in the management of marine fishery resources,but they also have some limitations,such as lack of perfect laws and regulations,lack of mature and advanced domestic experience,weak self-awareness of fishermen and other social groups,low cultural level and management skills of grass-roots fishermen.Therefore,cultivating fishery associations,improving their functions of resource management,exploring the establishment of a multi-govemed management model of marine off-season fishing,and implementing cooperative management based on fishery associations and other community organizations in fishing villages have become a system choice to strengthen fishery resource management in China.
