| With the rapid development of China’s economy and the increasing of material demand,Then there is the contradiction between economic development and resources and environment.The position of agriculture in China’s national economy can not be underestimated,and occupies a basic position,so compared with the secondary industry and the tertiary industry,agriculture is more dependent on the ecological environment.At present,various industries are developing rapidly.In the face of increasing resource shortage and environmental pollution,how to "guarantee quality" while "guaranteeing quantity ",Based on this,it has become the first task to guide the agricultural development of our country from extensive agricultural production to green sustainable development.Agricultural ecological efficiency is not only an important index to measure agricultural productivity in a certain area,but also an important index to reflect the coordinated development level among economy,resources and environment.Therefore,agricultural ecological efficiency has become a measurement index to depict the level of comprehensive agricultural development,and the study of agricultural ecological efficiency is of great significance to the sustainable development of agriculture.Xinjiang,as a typical representative of arid areas in China,makes the ecological environment of Xinjiang extremely fragile.At the same time,Xinjiang belongs to the resourcebased area of our country,and the storage capacity of strategic resources such as oil,coal and natural gas is among the highest in the country.However,these two aspects are the reasons that restrict Xinjiang’s economic development,lead to the unbalanced development of the north and south Xinjiang and destroy the ecological environment.The basic industry of Xinjiang’s economic development is agriculture,which is not only related to Xinjiang’s economic development and sustainable development,but also to Xinjiang’s social stability.In order to solve the above problems more pertinently and promote the improvement of agricultural ecological efficiency in Xinjiang,this paper selects the research cycle from 2009 to 2018 for ten consecutive years,taking Xinjiang and its 14 prefectures as the research object.Based on the existing research results and related literature,the input-output index system for evaluating agricultural ecological efficiency in Xinjiang is constructed from six aspects: land input,labor input,capital input,water resource input,intermediate input and total output value of agriculture,forestry,animal husbandry and fishery.This paper mainly uses DEA model to evaluate agricultural ecological efficiency in Xinjiang.In the empirical part of this paper,we first use the DEA—CCR model to measure the static efficiency level of agricultural ecology in Xinjiang under the condition of constant scale reward,and carry out research and analysis on 14 prefectures and cities.DEA—BBC model is used to measure the static efficiency level of agricultural ecology in Xinjiang under the condition of scale reward change.Based on the dynamic changes of total factor productivity index,comprehensive technical efficiency index,pure technical efficiency index and scale efficiency index,the DEA—Malaquist model is used to study the dynamic efficiency of agricultural ecology in Xinjiang.Finally,By establishing Tobit regression model,the main factors affecting agricultural ecological efficiency in Xinjiang are found out.Through research and analysis,the following conclusions are drawn: first,Between 2009 and 2018,On the whole,the agricultural ecological efficiency of Xinjiang is increasing year by year;Second,Xinjiang’s agricultural ecological efficiency is low,And there are significant differences in agricultural ecological efficiency between regions.Areas with low ecological efficiency,In the process of agricultural production is still in the "high input,low efficiency" extensive traditional development model,This makes the very fragile ecological environment itself more fragile;Third,From the analysis results of the DEA—Malaquist model,it can be concluded that in the process of improving the agricultural ecological efficiency of Xinjiang,The contribution of the technological progress index is the highest,Has become the main promotion factor to improve the agricultural ecological efficiency of Xinjiang,The comprehensive technical efficiency index,the pure technical efficiency index and the scale efficiency index are relatively restricted to the improvement of agricultural ecological efficiency in Xinjiang,So the government should support these areas,Overall planning to realize the coordinated development of the agricultural ecological efficiency area in Xinjiang;Fourthly,by establishing the Tobit regression model to find the factors affecting the agricultural ecological efficiency of Xinjiang,we can find that the degree of economic development,agricultural mechanization density,agricultural scale level,urbanization and Xinjiang agricultural ecological efficiency are showing positive relations.With the improvement of the three,the agricultural ecological efficiency of Xinjiang will also be improved accordingly.Farmers ’income level is U-type related to the agricultural ecological efficiency of Xinjiang.When the farmers’ income level is low,a large number of chemicals are usually used to improve the production,thus damaging the ecological environment.When the farmers ’ income level reaches a certain level,they will realize the importance of the ecological environment.The level of opening up has no significant impact on the agricultural ecological efficiency of Xinjiang.Based on the results of empirical analysis,the paper puts forward some countermeasures and suggestions on improving rural infrastructure construction,improving related system,increasing the proportion of cash crops,strengthening research and development and popularizing new agricultural production technology,expanding new functions of agricultural resources in Xinjiang and speeding up the process of urbanization in Xinjiang. |
