Research On The Fragmentation Of Safety Supervision Of Special Equipment In H Town From The Perspective Of Holistic Governance

The country has been working to improve its modern governance system and capacity,and leaders have stressed the importance and urgency of workplace safety in many speeches.With the rapid development of economy and society,as an important equipment in enterprise safety production,the number of special equipment is also increasing year by year.However,due to its own danger,once a safety accident occurs,it will bring great impact and loss to the public,and is also an important test for public safety.This paper takes the safety supervision of special equipment in H Town as a sample,takes the current situation of the safety supervision of special equipment in H Town as an example,and takes the holistic theory as the research basis.After sorting out a large number of research literatures and interviewing the market supervision department of H Town,the Special inspection Institute of D City and the units using special equipment,it comprehensively explores the existing problems in the safety supervision of special equipment in H Town at the present stage,and analyze it.At present,the safety supervision of special equipment in H Town has obvious characteristics of fragmentation,which are respectively the inefficient cooperation caused by unreasonable system,the difficulty of cooperation caused by the lack of overall governance concept and the decentralization of social resources.Through in-depth analysis,it is found that the reason for the fragmentation of special equipment safety supervision is the lack of a comprehensive system supply of special equipment supervision,and the departmentalism of relevant departments further leads to the lack of cooperation mode,and the supervision department itself is also absent,offside problems.With the continuous development of economy and society,our country is currently exploring the direction of the overall governance.The high progress of information technology also lays a strong foundation for the overall governance direction of special equipment safety regulation.Combined with the analysis of the status quo of the safety supervision of special equipment in H Town,this paper puts forward the specific implementation path of the overall supervision of special equipment safety from multiple perspectives: first,gradually improve the top-level design of the safety supervision of special equipment,improve the institutional framework of the safety supervision of special equipment from the aspects of laws and regulations,government system,etc.The second is to realize the bidirectional unity of governance concept and regulatory technology.At the same time,the value concept of multiple subjects is integrated,and the whole unified information system is built by relying on modern information technology to facilitate the realization of overall supervision.Third,strengthen the cooperation of multiple subjects to build a co-governance model,improve the overall writing mechanism of multiple subjects by enhancing the positive interaction between the government and all sectors of society,give full play to the combined forces of multiple subjects,and ensure the final realization of the overall supervision.
