Research On Special Equipment Safety Supervision In Xianan Area Of Xianning City

In recent years,social and economic development has been changing with each passing day of the china,with the increase of urban population and the acceleration of urbanization,the number of elevators is also increasing in our country,the elevators getting closer relationship with the public gradually.But the frequent elevator accidents cause serious damage to the public safety,which have aroused the masses great doubt and panic of elevator safety.The negative reports on the elevator by the news media have made elevator safety the focus of the whole society attention,which leads to the increasing pressure of government regulation and also reflects the imbalance between the lag of public management and rapid economic development in our country.China has established a basic full-process supervision system including production,usage and maintenance and other links of the elevators,however,the supervision system needs to be improved as the number of elevators continuously increases and the social environment keeps changing.No small matter in safe production,the elevator safety is not only related to the safety of people’s life and property,and it is related to the orderly development of social and economic,it is more related to the harmony and stability of the country.So,how to effectively supervise elevators has aroused people’s attention,and becomes to a difficult problem which needs to be solved urgently by government.This paper takes the elevator safety regulatory mechanism of in Xian’an District as a sample,take the government regulation theory,the responsive supervision theory as the theoretical research foundation,analyze and study government supervision issues in the safe use of elevators in Xian’an district.Research in the process of use the literature research,comparative analysis,questionnaire survey,case analysis method and other research methods,research on elevator safety supervision work status in Xian’an District from multiple angles,including the legal basis for elevator safety supervision,elevator technical standard system,elevator safety supervision mode,elevator inspection agency and inspection market,supervision of elevator users and maintenance companies,construction of elevator safety supervision information platform,the construction of the grassroots market supervision team and so on.This article conducts an in-depth analysis of the problems in elevator safety supervision in Xian’an District,propose targeted solutions based on the reasons.At the same time,take advantage of my work convenience as a grassroots front-line supervisor,in the process of deeply participating in the elevator safety supervision in Xian’an District,from the reality of work,explore the implementation of the grassroots can achieve effective measures and feasible suggestions.First is through the formulation of new elevator standards,optimize the accountability mechanism to improve the relevant guarantees for elevator safety supervision;The second is through the implementation of information management supervision,establish a full coverage elevator emergency response platform to improve the current elevator safety supervision mode;The third is through the introduction of high-quality talents,systematic training for supervisors,to improve the ability level of the supervision team.This subject attempts to use public management theory to do empirical research in the field of elevator safety supervision,which has certain theoretical significance..In terms of practice,this paper is based on the perspective of Xianan district market supervision and Administration Bureau,which has the experience and lessons obtained in the specific practice process have certain reference significance for other district market supervision departments,.
