safety supervision of special equipment.As a countylevel city,t city has relatively developed industry,medicine,shipbuilding,fine chemicals,electronics and electrical appliances and equipment manufacturing.However,the development of special equipment in T city started late,and there is a certain gap in technical.level and management level compared with other developed cities.In recent years,special equipment safety accidents have occurred from time to time in T City,which has aroused the concern of the public and the high attention of public opinion.In order to avoid the occurrence of safety accidents of special equipment,ensure the safe operation of equipment and the orderly development of industrial production,and ensure the safety of people’s lives and property,we must strengthen the safety supervision of special equipment,realize scientific and effective supervision,and ensure the safety of special equipment.The participating components of the special equipment safety system include different subjects related to the production and use units of special equipment,special equipment testing institutions,government departments responsible for the safety supervision of special equipment.The main research problem of this paper is the safety supervision of special equipment.The main object is t city.Using the methods of theoretical analysis,comparative research,investigation and interview,this paper analyzes the current situation of safety supervision of special equipment in T City,understands the relevant units of special equipment in T City,the government supervision process,content and supervision effect,analyzes the safety accidents of special equipment in T City,and summarizes the important problems of relevant supervision in T city,On this basis,the corresponding solutions are put forward.Through the analysis,it can be found that there are some problems in the safety of special equipment in T City,such as the shortage of supervision resources,the accumulation of potential safety hazards,the insufficient participation of supervision objects and the backward technology of safety supervision.With the help of government regulation theory,new public management theory and relevant theories of collaborative governance,this paper applies the theory to practice and analyzes the causes of the problems.There are four main reasons:insufficient supervision investment,weak subject responsibility consciousness,lack of supervision mechanism construction and low digital supervision ability.Put forward corresponding solutions to the problems and causes,mainly including the following aspects:improve the safety supervision level of grass-roots special equipment,enrich the team of supervisors,strengthen human resource management and carry out special rectification activities;Strengthen the implementation of the main responsibility of special equipment enterprises,improve the safe operation mechanism,improve the credit restraint mechanism and build a double prevention mechanism;Improve the multi-body collaborative governance pattern,strengthen the linkage between departments,promote the liability insurance system and optimize the dual supervision system;Promote the intelligent construction of safety supervision of special equipment,improve the scientific and technological support system,improve the ability of data analysis,and improve the intelligent supervision system.
