Since the eighteen Congress,the CPC Central Committee and the State Council have put forward new and higher requirements for security development.General Secretary Xi Jinping has repeatedly stressed that economic development must not be at the expense of safety.In recent years,with the rapid development of China’ s economy,people’ s living standards are improving day by day,accompanied by the rapid development of science and technology and the rapid development of social productivity,special equipment as a symbol of national productivity and production level is more widely used,the number of national registration of special equipment is increasing rapidly,and the pressure of safety supervision is also increasing The safety of special equipment has become increasingly prominent.In this context,how to better improve the efficiency of regulatory departments,enhance the awareness of corporate responsibility,promote collaborative governance,further enhance the risk information construction,so as to ensure the safety of special equipment has become an important research topic.In this paper,combined with the Heinrich law and the theory of collaborative governance,according to the current situation of special equipment supervision in J District of Qingdao City,comprehensive use of comparative research,field research and inductive analysis methods,in-depth analysis of the current mode of special equipment supervision at the grass-roots level in China.There are still many problems in the supervision of special equipment at the grass-roots level in China,such as the frequent reform of regulatory agencies,the institutional mechanism has not been straightened out,the incomplete reform of inspection and testing institutions,the controversial direction of reform,the prominent contradiction between the supervision force and the number of special equipment,the inadequate implementation of the main responsibility of safety production of enterprises,the small promotion of safety liability insurance,and so on There are many problems.By comparing the differences in the safety supervision of special equipment in Europe,America,Japan and other developed countries,this paper fully absorbs the advanced experience of safety supervision of special equipment,and puts forward specific suggestions and Countermeasures for the problems existing in the current grass-roots special equipment supervision.The first is to further improve the safety supervision efficiency of special equipment at the grass-roots level from the aspects of matching and strengthening law enforcement forces,establishing professional personnel training mechanism,improving accountability mechanism,scientifically setting assessment indicators,adhering to problem orientation,etc.Second,we should strengthen the publicity of the special equipment safety law,establish the special equipment safety responsibility system,enhance the occupational safety awareness,and establish and improve the credit constraint mechanism to implement the main responsibility of enterprises.The third is to promote the formation of a situation of CO governance from the aspects of strengthening departmental linkage,strengthening industry self-discipline,promoting the modernization reform of inspection institutions,and vigorously promoting safety liability insurance.Fourth,promote the construction of special equipment risk information management from the aspects of improving special equipment information database,establishing information management system,and improving big data analysis ability.
