Shanghai Special Equipment Safety Supervision Problems And Countermeasures Research

As the basic equipment for sustainable development of China's economy,special equipment plays a very important role in the whole process of industrialization.In recent years,with the continuous growth of the total amount of special equipment in Shanghai,the regulatory pressure is increasingly heavy and the regulatory requirements are increasingly high.In this context,how to implement the main responsibility of enterprises and how to rationalize the supervision mechanism,improve the service level and improve the coordination mechanism have become important issues to guarantee the essential safety of special equipment and ensure the safety of people's lives and property.This paper analyzes the mode of special equipment safety supervision from the perspective of collaborative governance theory,and studies the mode of special equipment safety supervision by combining the methods of comparative research,literature review and investigation.By analyzing the connotation of special equipment and safety supervision,the importance of special equipment safety supervision is concluded.This paper briefly introduces the overall situation of the safety supervision of special equipment in Shanghai and Jinshan district,from the special equipment's producer and user,special equipment's safety supervision department and the examination mechanism,analysis the problems in the process of special equipment safety supervision in Shanghai,such as enterprise's main responsibility haven't been regarded important,managers' professional is not very strong,supervision system is not integrated and the collaboration haven't been molded,the testing mechanism is imperfect and low efficiency.After introducing in detail the supervision departments,objects and modes of the safety supervision of special equipment in Jinshan district,the third-party technical service mode in Jinshan district is introduced.Combining the problems in the special equipment's safety supervision,this paper analyzes the causes,achievements and problems of introducing third-party technical services.On the common problems of special equipment safety supervision in Shanghai,we hope the third-party technical service mode can provides reference for other regions in Shanghai.Finally,the author puts forward some suggestions on how to optimize the safety supervision of special equipment in Shanghai.Strengthen the main responsibility of enterprises by setting up a new concept of safe production;Improve internal and external collaborative governance mechanism by promoting the integration of regulatory system;Improve the overall level of supervisors by strengthening personnel capacity building;We will promote institutional reform of inspection and testing institutions to improve their effectiveness..
