Research On The Safety Supervision Of Special Equipment In Jiaozhou City Under The Perspective Of Collaborative Governance

Special equipment,as an indispensable companion equipment in economic development,urban construction and daily life,its utilization rate is increasing year by year,accompanied by higher risk.In recent years,the explosion accidents of 11.22 in Huangdao district of Qingdao,12.8 in Binhai New District of Tianjin,and 21.3 in Yancheng city of Jiangsu have made the safety supervision of special equipment gradually attract public attention.The long-term unified supervision model of the government has gradually shown the problems of supervision implementation,personnel,system and so on.The government,as the only supervision subject,has also gradually realized the limitation of unified supervision This paper attempts to introduce multi-agent to participate in the problem management under the guidance of the common goal.This paper focuses on the multi-governance subjects,the cooperative governance system,the participation consciousness of other subjects and the establishment of common governance objectives.The safety supervision of special equipment is a complicated supervision problem.The theoretical tool to solve this problem is the synergetic governance theory.In the 1990s,collaborative governance began to be used to solve problems in the business sector.It has become a mature research field in China and has been widely used to solve social regulation problems in various fields No longer confined to theoretical research.Western scholars have made extensive research on the connotation,coordination mechanism,consciousness and goal of the subject,coordination mechanism and the autonomy of each subject.On this basis,domestic scholars emphasize that multi-agent cooperative governance is a feasible choice under the background of single-agent governance failure.In this paper,Comparative Analysis Method and Social Investigation method are used as the main research methods,and the current situation of safety supervision of special equipment in Jiaozhou City is compared and analyzed Some main problems are found:lack of internal supervision personnel,supervision of supervision is in a vacuum,laws and regulations are not sound,equipment risk awareness is insufficient.This paper analyzes the reasons of these problems,and finds that the internal personnel and professional level of the subject of government’s unitary governance are not symmetrical with the supervised object,the assessment system,legal system and supervision system are not perfect,and the consciousness of government fortress is serious The common goal of co-governnce is not clearly established.Based on the above analysis,this paper puts forward some suggestions on the coordinated management of the safety supervision of special equipment in Jiaozhou City,including enriching the cooperative supervision subject.pefecting the system coordination.enhancing the sense of participation of the cooperative subject,and establishing the common goal with the cross point of interests.In the existing literature,the discussion on the supervision and management mode of special equipment is mainly focused on the promotion or improvement of the internal of a single supervision body,essentially focusing on the defects of the original system And fixing the flaws in the original system.And this paper is from the perspective of governance,breaking through the original system,trying to introduce elements outside the system,such as:Third Party departments,citizen participation,formal and diversified participation mechanisms,etc.,under the premise of multi-subjects,establish a new special equipment management mode of cooperative management.At the same time,it is expected that this governance model can provide relevant policy-making and practical reference for the government departments of special equipment safety supervision in the new period.This is also the innovation of this article.
