A Study On The Management Of Contract Changes In Coal Chemical Projects Under EPC General Contracting Model

Since the reform and opening up,the economy of China has progressively integrated into the world economy,while against the backdrop of a stable and accompanying speedy economic development,the EPC general contracting mode has emerged as the mainstream contracting mode for coal chemical projects.Through the information summary,the project of new energy in the direction of coal chemistry will become increasingly more,with a highly optimistic prospect.Nevertheless,the existing issues are also apparent: the EPC management mode does not provide a comprehensive study and summary regarding the issues that arise in the whole process from the start of the project to the end of the project,while the resulting project issues have restricted the application and development of the EPC management mode to a large extent.As the most significant part of contract management,change management plays a vital role in the whole project.Since change management is of great importance,the direction of research concerning change management deserves more consideration.The improvement of the change mode of change management is conducive to the improvement of the overall project contract management level and project quality to a certain extent.It plays a key role in the optimization of contract change management for EPC projects.The first part of this paper primarily analyzes the application of EPC in China and the applicability of EPC in coal chemical projects,while taking the project H of Company H as a specific case study from the perspective of change management in coal chemical EPC projects.By studying the three phases of change management and the analysis of the handling scheme of contractors to cope with change issues,the second part summarizes the centralized issues related to change management in coal chemical EPC projects in the three phases of change.The third part optimizes the specific improvement measures of contract change management for contractors under the coal chemical EPC model in ten aspects: establishing organizational structure for contract change management,improving measures for change identification risk,rigorously controlling design management,drawing up change risk countermeasure documents,establishing change response mechanism,drawing up change construction plan,controlling change cost estimation,reinforcing subcontract management,local quota and direct cost double calculation change cost,and performing change work review.Through the study of EPC contract change management,it is hoped that this paper will draw the attention of more people to coal chemical EPC projects,while jointly studying more reasonable solutions in the direction of change,so as to provide certain lessons and references for enterprises in the same industry or in contact with EPC-related fields.
