With the acceleration of the 13 th Five-Year Plan,China has entered a critical period to achieve the "two hundred-year goals" in an all-round way.With the rapid development of economy,it also promotes the development of the whole industry chain of construction industry.However,in recent years,affected by the real estate market,the construction market as a whole is in a downturn,or even has a downturn trend.As far as the current market environment is concerned,low-price bidding and low-price winning have become the common methods adopted by enterprises in the industry to increase business volume.Winning the bid at a low price seems to bring economic benefits to the enterprises and occupy a larger market share in the short term.In fact,if this goes on for a long time,it will cause malicious competition in the industry,make bidders malicious price reduction,reduce the profit space of the construction party,and even cause serious losses.Therefore,construction enterprises,who can reduce the project cost under the constraint of a certain target cost,who can obtain greater profits,thereby improving market share and enhancing the competitiveness of the project.Especially for engineering projects under the general contracting mode,because the drawings are also provided by the design company entrusted by Party A,under the premise of not changing the design drawings at will,improving the cost management level of Engineering projects,reducing xunnecessary raw materials and labor losses,providing engineering quality and avoiding rework are reasonable measures to ensure the long-term development of enterprises.Besides,many construction enterprises still have many imperfections in their own cost management system,resulting in large errors in budgeting and settlement of projects,and false increase in the amount of projects.Under such a fierce competition in the industry environment,under the.premise of guaranteeing the quality of the project under the traditional construction general contracting mode,how to make profits under the situation of "winning the bid at a low price" prevailing in the industry has become the key to the survival of enterprises at present.This paper takes Tianjin GY project as an example under the construction general contracting mode.Firstly,it elaborates the related concepts and theories such as construction general contracting mode,cost management,project cost management theory and target cost management theory,and introduces the research status at home and abroad.Second,the cost management status of Tianjin GY project is introduced.Thirdly,based on the target cost theory,the target cost method is scientifically and reasonably applied to the cost management of engineering projects under the general construction contract mode from the aspects of project cost budget,accounting,assessment and analysis.Fourth,put forward farther optimization measures for the problems in the process of cost control,so as to provide effective Suggestions on how to improve the competitiveness of general construction contract projects,reduce costs and obtain profits.Finally,the conclusion of this paper is summarized,and the further research topics are explained.
