Claims Management Under The DB General Contracting Mode

The development of the city can hardly do without the help of the Engineering construction.Excellent constructions can improve city reputation and promote its development.Engineering construction market becoming more mature,and get integrative growth.This is the trend that the contractor manage the whole employee management,the whole process management and the whole orientation management.The employer tend to get integrated construction products and services.On this basis,general contract on the base of "commercial contract spirit" come into being.The employer does not participate in the coordination between design and construction,which is in charge of the contractor.It is called Design-Build.Generally speaking,the contractor is faced with many uncertainties and risks due to the large scale,large investment,long construction period and strong technical skills of the DB general contractor.These risks are mainly borne by the DB general contractor.In order to control risks and reduce losses caused by various risks,the general contractor of DB needs to take proper means such as contract claim to safeguard its legitimate rights and interests.In the domestic construction market,the contractor has a one-sided understanding of claims,and the contractor has not established a systematic management system and process,so there are many problems in contract management under contract claims.This is mainly reflected in the extensive level of project management in China,There were inadequacies at both of construction industry specifications and enterprise systems of the contractor.The contract claim system and process isn't in a systematic way,but lack of operable and practical.First of all,this paper summarizes the main factors of contract claim management,which based in a lot of literature and interviewing experts with rich experience in the industry.Secondly,during the study,participants filled in questionnaires,and experts interview,the results of the survey shows that there are several defects in the contract claim management in our country.Mainly including the deficiency of the early stage of the project management,claim documents,claims process,the performance ability,and experience.Thirdly,this paper propose several targeted optimization and improvement suggestions on contract claim management.The suggestion mainly including contract management,claim management,construction organization management,document management and claim experience.Finally,Take an engineering construction for example,ABC river basin water environment comprehensive treatment project.It proves operable and practical of the suggestion system in this paper.This paper based on abundant survey materials,studies contract claim management.Based on the working experience,it takes a large number of flow chart,which is operable and practical.
