Problems And Countermeasures In The Implementation Of Guangzhou River Chief System

The imminent implementation of the "River Chief System" is an imperative decision made by the CPC Central Committee and the State Council in the new era.It is not only an important measure to fully implement the Xi Jinping’s thought of ecological civilization,but also is one of the most popular livelihood issues for the masses.It is urgent and imperative to implement the "river chief system" to push the water control in all-round way.According to the national and provincial arrangements,Guangzhou has fully implemented the "river chief system".Although it has achieved phased results,there are also some problems through the implementation,which need to be improved.This paper takes the "river chief system" of Guangzhou as the research object,takes the theory of holistic governance as the guiding theoretical basis,and uses the research methods of literature research and investigation research to study and explore the problems arising from the implementation of the “river chief system”in Guangzhou.By consulting the literature related to the "river chief system" on HowNet,summarizing and drawing lessons from the previous research results,this paper expounds the concept of the "river chief system",analyzes its essence and characteristics,and carries out the research on the main body,content,mode of the current implementation of the "river chief system" in Guangzhou,as well as the background,current situation and effect in promoting the "river chief system".As per above analysis this paper introduces the existing problems under the concept of Holistic Governance: excessive "ruling by man",diverse effect of water control from person to person,lacking of sustainability,slow implementation of policies,poor implementation,and the purpose of completing assessment tasks.The reasons are: the lag of law and policy,the imperfection of system and mechanism,the imperfection of evaluation system,and the unscientific idea of Task-based water control.To explore and put forward countermeasures and suggestions under the theory of holistic governance,this paper proposes the following aspects which should be improved: to speed up the construction of the rule of law under the "river chief system",explore new working systemmechanism,further strengthen the implementation of the work responsibility,strengthen the construction of comprehensive evaluation system,introduce the concept of green development,and promote the internet plus "river chief system",aiming to continuously improve the "river chief system" in Guangzhou,and proposing better suggestions for the water ecological environment of Guangzhou’s smooth river,clear water,green bank,and beautiful scenery.
