Study On Policy Fragmentation Of Yacht Industry From The Perspective Of Holistic Governance

The yacht industry is an important component of the emerging marine industry system and a typical industry that integrates manufacturing and service industries for common development.In China,the yacht industry has experienced more than 30 years of development.Conforming to the New Normal of China’s economic restructuring,the yacht industry has gradually attracted the attention of the government with its extremely high socio-economic added value.However,the current yacht industry policy still has a series of factors that hinder the development of the industry,such as the definition of yacht does not conform to reality,the policy of public dock construction is not systematic,and the specific executive policies are contradictory.In this context,this study will focus on the issue of fragmentation of yacht industrial policies.From the perspective of holistic governance,it will comprehensively use the quantitative analysis method and qualitative analysis method of policy texts to find the specific manifestations of fragmentation of policies and explore the causes of fragmentation,with a view to providing reference and ideas for future industrial policy formulation to avoid fragmentation and find a reasonable direction.The study content includes: Firstly,raising questions.Fragmentation of yacht industry policy.Secondly,build a framework.It defines the concept of yacht industry and policy fragmentation,and points out that the theoretical basis of the study is holistic governance,new structural economics and policy tool theory;It constructs a three-dimensional analysis framework of yacht industry policies,including policy objectives,policy tools and policy subjects.Thirdly,analyze yacht industry policies.Descriptive statistical analysis was conducted on policy samples using content analysis method to grasp the basic situation of policy samples;Carry out quantitative analysis on the fragmentation of yacht industrial policies,and use content analysis method and social network analysis method to deeply analyze the fragmentation of yacht industrial policies in terms of purposes,tools and subjects;Based on the results of interviews with stakeholders,it explores the performance and underlying causes of policy fragmentation.Fifth,propose governance paths.Guided by the governance model of holistic governance,the governance path for the fragmentation of yacht industry policy is proposed,reshaping the scientific environment for industrial policy formulation,pointing out the direction of governance,which is ultimately conducive to the transformation of policy effectiveness into a driving force of development,and truly promoting the transformation of the yacht industry into a popular one.The results show that the policy fragmentation of yacht industry is manifested as follows:The policy objectives are contradictory and overlapping;The lack of policies and poor matching of industrial pain points;Overreliance on environmental industrial policy tools;The synergy of industrial policies is poor;Policy makers do not research the industry deeply.The reasons for the problems are that the policy system for the development of the yacht industry has not been straightened out,the bureaucratic system of the yacht related functional departments is fragmentation,the departmental interests are fragmentation,and the coordination mechanism is lacking.The path of holistic governance can be approached from four aspects: cultivating the concept and culture of holistic governance;Integrate the relationship between policy subjects;Establish a comprehensive policy supply mechanism;Innovate information supply methods.
