Research On Environmental Responsibility Supervision Of Automotive Manufacturing Industry Under The Background Of Multiple Collaboration

Since the reform and opening up,China has vigorously developed the market economy.Most enterprises have neglected their environmental protection responsibilities while pursuing the maximization of profits.The discharge of huge industrial pollutants has caused great damage to the environment.The automobile manufacturing industry is an important part of national economic development.It is one of the pillar heavy industries in China.The waste gas and water,noise and solid waste pollution will cause serious damage to the environment.The project aims to studying the environmental responsibility supervision of automobile manufacturing enterprises to found the existing problems of the self-regulation of enterprises,the supervision of government functional departments and the social in multiple regulatory entities such as organization and public supervision,and then put forward corresponding measures to improve the regulatory effect of corporate environmental responsibility,greatly reduce the environmental damage caused by the automobile manufacturing industry through multiple co-governance methods and promote the development of environmental protection in China.This paper takes company B as the research object.After understanding the concept of corporate environmental responsibility,it investigates the status quo of corporate environmental responsibility supervision through interviews and clarifies the division of functions of corporate supervision,internal supervision system management and resource input management tasks,understand the task division,system construction and supervision methods of the functional government in corporate environmental supervision,sort out the work of social organizations in environmental protection supervision,and the public’s participation in corporate environmental supervision,the participating groups,supervision platforms and participation methods.Listed respectively the status quo of multi-party supervision of the enterprise’s own supervision,government functional department supervision,social organization and public supervision,and the conclusion is that the current effect on enterprise environmental supervision is still not obvious.Based on the status quo of corporate environmental supervision,three existing regulatory problems were proposed,including the weak environmental protection awareness of grassroots employees during self-regulation,inadequate implementation of corporate environmental responsibilities and superficial fulfillment of environmental responsibilities,lack of awareness of government corporate environmental pollution.There are difficulties in the implementation of supervision requirements,inefficient environmental supervision methods,deviations in goals,weak public participation awareness and few participation channels in the supervision of corporate environmental responsibility and the social organizations emphasize publicity over supervision,then analyze the root cause of these problems.In place,the environmental supervision system is unreasonable,the relevant legal system is not sound and there is a lack of systematic public participation guidance and supervision procedures.By referring to successful cases in and abroad,some countermeasures and suggestions are put forward for the existing problems.Enterprises should improve their environmental supporting management methods from the aspects of improving employees’ environmental protection awareness,improving corporate environmental responsibility systems and establishing effective and feasible supervision programs;the government should optimize Its supervision system and the construction of laws and regulations,strengthen environmental law enforcement and team building,optimize the reward and punishment mechanism,innovate supervision methods and optimize the construction of environmental laws and regulations;The government and relevant social environmental organizations should jointly raise the awareness of public participation and improve the environmental procedures of public participation as well as the oversight process for social organizations to improve the public participation mechanism.
