Study On Safety Supervision In Airlines Operation Control From The Perspective Of Collaborative Governance

The civil aviation industry is a crucial strategic sector in the economic and social development of our country.It has made an outstanding contribution to various fields such as tourism,commerce,and material transportation.China’s civil aviation security level ranks among the top in the world,and the civil aviation security situation is stable and controllable,which cannot be separated from the safety supervision of government departments.In order to achieve the goal of safe and efficient flight operation,the airlines have established operation control centers to organize,coordinate and guarantee the overall operation of the flight.The operation control centers play a central role in the safety production activities of the airlines.Therefore,it is very necessary for the government department to supervise the safety of the operation control centers of airlines.The Civil Aviation Administration of China and its subordinate departments,as the subject of supervision,are responsible for the safety supervision and guidance of airlines operation control.As the object of supervision,the operation control center of airlines must also ensure the safety and efficiency of flight transportation under the supervision of the government departments.However,after years of development,in the process of implementing safety supervision on the operation control of airlines by the government departments,there are certain problems in the collaborative governance of both parties,which hinder the further improvement of flight safety level and operation efficiency.The government safety supervision needs to be optimized urgently.This paper first reviews domestic and foreign literature on civil aviation safety supervision and collaborative governance of civil aviation operations.It clarifies the research background,significance,ideas and methods,defines the core concepts and theoretical basis of the research,and summarizes the current situation of safety supervision coordination in the operation control of airlines from the perspective of collaborative governance from four aspects: the system of collaborative governance,the subject of collaborative governance,the mechanism of collaborative governance and the effect of collaborative governance.Furthermore,taking D Airlines as an example,this paper analyzes the safety supervision in airlines operation control from the perspectives of collaborative governance system,collaborative governance subject and responsibility,collaborative governance mechanism and collaborative governance effect.According to the above analysis,it can be seen that from the perspective of collaborative governance,the government faces the following difficulties when conducting safety supervision on D airlines operation control: firstly,the status of government departments and the public is unbalanced;Secondly,there is significant pressure from government departments on safety supervision;Thirdly,the implementation of airline policies is difficult and the voluntary report is not ideal;Finally,insufficient coordination exists in the governance process,which is specifically manifested as inconsistent internal regulatory requirements of government departments,differences in understanding of regulatory documents and differences in understanding of safety management concepts.The deep reasons leading to the dilemma lie in: the deficiency of collaborative governance environment,including the imperfect supporting system,the existence of inertia thinking in safety supervision and imperfect protection mechanism for voluntary reporters;Conflicts of interest at the motivational level of collaborative governance;At the level of government departments,there are unclear powers and responsibilities,and the efficiency of traditional supervision is not high;At the level of airlines,there are imperfect safety culture construction;At the level of collaborative governance process,there is a lack of reasonable consultation mechanism among collaborative subjects and information asymmetry between the two sides.Finally,based on the problems found and the reasons behind them,combined with enlightenment from safety supervision in the operation control of airlines in the United States,this paper puts forward targeted and practical optimization strategies for safety supervision in airlines operation control from the perspective of collaborative governance: optimize the collaborative governance environment,improve the supporting laws and regulations of collaborative governance,advocate the correct concept of collaborative governance,and establish a protection mechanism for voluntary reporting;Coordinate conflicts of interest between both parties;Strengthen the safety supervision of government departments,strengthen the top-level design of safety supervision,and innovate safety supervision methods;Strengthen the construction of airlines safety culture;Optimize the process of collaborative governance,establish a reasonable negotiation mechanism among collaborative subjects,strengthen information sharing among collaborative subjects.Based on the theory of collaborative governance and the theory of collaborative advantage,this paper uses the methods of case analysis and interview to study the safety supervision in airlines operation control from the perspective of collaborative governance from the field of public management,hoping to provide some reference for improving the level of safety supervision in China’s civil aviation.
